Develops safety programs, specific training to address unique Scottsdale Water facility requirements and manages the safety program for the Water Resources Division. Oversees the installation testing and maintenance of all security equipment required for the hardening and protection of water and wastewater facilities citywide.
Anticipated salary may be up to mid-point depending on candidate's experience and internal equity.
Minimum Qualifications
Education and Experience
- A Bachelor's Degree in Training, Public Administration, Occupational Health or related field from an accredited educational institution.
- Four years of experience in safety, training and security program development.
- An equivalent combination of education and job-related experience may substitute for the educational requirements on a year-for-year basis.
Licensing and Other Requirements
- Must possess and maintain a valid, unrestricted driver's license with no major citations within the past 39 months prior to the start date. The Arizona Department of Motor Vehicles requires that out-of-state driver's licenses must be surrendered within 10 days of relocating to the State of Arizona.
- Every person employed by the City of Scottsdale shall reside in the State of Arizona during his or her active employment by the City, regardless of whether the employee is approved to remote work.
Essential Functions
Performs duties and responsibilities commensurate with assigned functional area which may include, but are not limited to, any combination of the following:
- Maintains federally mandated documentation on all training and programs which include OSHA annual employee training requirements on Respiratory Protection, Confined Space Entry, Fall Protection, Hazardous Material Handling, Hearing Conservation, Personal Protective Equipment, Electrical Hazard Protection and Process Safety Management/site risk management plans (EPA).
- Develops and conducts safety training programs and manages the safety program to ensure compliance with OSHA requirements, facilitates employee safety committee meetings and safety circle training.
- Coordinates with the Emergency Management Services (EMS) to conduct the appropriate National Incident Management System (NIMS) training required by federal law for employees and key leadership team members.
- Investigates all industrial and vehicular accidents and makes recommendations for process improvements to the Administrator and Director.
- Coordinates with Capital Project Management and Engineering for construction plan reviews for inclusion of the Safety and Security Specifications.
- Manages the physical access programs for Scottsdale Water in conjunction with Municipal Security.
- Coordinateswith Risk Management and Safety in conducting risk review, investigations, review of loss time incidents, and analysis of all operational procedures.
Work Environment/Physical Demands:
Performs job function in a variety of environments ranging from office to plants and treatment facilities and exposure to common Arizona Climate patterns.
- Must use proper personal protective equipment as required by law, to include hard hat, hearing protection, steel toe boots.
- Travel to/from meetings and various locations.
