The City of Riverside, Public Utilities Department (RPU) is accepting applications for the position of
UTILITIES GENERATION TECHNICIAN to fill two (2) vacancies in the
Generation Division. The eligibility list established may be used to fill the current and/or upcoming vacancies within this classification for up to twelve (12) months.
Under general supervision, the Utilities Generation Technician is to perform skilled and lead work in the operation and maintenance of the City's power generating facilities; to perform a variety of technical tasks relative to assigned areas of responsibility and to do related work as required.
Typical duties may include, but are not limited to, the following:
- Operate and maintain power plants on an assigned shift.
- Start, stop, monitor, control and regulate the power plant output, make quick and concise observations of the condition of generators, compressors, switchgear, motors and other equipment during emergency conditions.
- Use judgment to adjust high pressure natural gas, water purification systems and generation of power, open and close valves and circuit breakers, perform water chemistry and make calculations to adjust chemicals, and place and remove clearance tags on equipment and generators.
- Receive and execute unsupervised instructions from Power Resources Division Operations Center and Utilities Operation Dispatch Center to include load changes, City electric grid voltage support, and City and State emergencies.
- Monitor inventories of maintenance materials and place orders for consumables, parts and services to maintain prudent equipment availability.
- Participate in Request for Proposals evaluations, selection of bidders; assist with negotiations and supervise power plant agreements and contracts.Supervise projects and contractors through inspections and evaluation of contractor performance to scope of work.
- Participate in, analyze, and supervise the reading of meters, gauges, oil and water levels, temperatures, speed, water chemistry and other checks; field and shop tests on electric power generation system equipment; write operations and maintenance programs; monitor and manipulate multiple power plant locations and dispatch Generation Section employees after hours; maintain log of operation and status of system.
- Review, maintain, evaluate and file operating logs, repairs, and records to determine plant availability and compliance with all applicable environmental, health and safety codes and policies including North American Electric Reliability Council, South Coast Air Quality Management District, Environmental Protection Agency, California Energy Commission, United States Department of Energy, National Fluid Power Association, Occupational Safety and Health Administration, and other applicable governing agencies.
- Develop and maintain detailed contingency plans relating to power plant operations and maintenance to provide continuity of and delivery of electric generation capacity to Riverside Public Utility Customers and the California Independent System Operator.
- Perform other related duties as assigned.
Education
- High School graduation or satisfactory equivalent (GED).
Experience
- Two years of journey level control room operating experience in power plant generation, utilizing a gas turbine generator as a prime mover including journey level gas turbine maintenance experience.
Necessary Special Requirement
Possession of any required governmental licenses, registrations or certificates for the operation of a gas turbine plant.
Highly Desired Qualifications
- Lead Control Room Operator experience operating and maintaining GE LM6000, LM2500, and/or GE10 gas turbine engines.
- Lead Control Room Operator experience operating a combined-cycle power plant utilizing HRSGs and steam turbines, including startups, shutdowns, load changes, and response to abnormal operating conditions.
- Experience utilizing Wonderware and ABB distributed control systems (DCS).
- Experience operating gas turbines under strict NOx and CO emissions limits within the South Coast Air Quality Management District (SCAQMD).
- Experience with public municipal project management, contract administration, and public purchasing requirements.
