The Wastewater Treatment Plant Manager position oversees the operations, maintenance, instrumentation & controls, onsite laboratory, warehouses and project coordination for the treatment facility and pump stations located in the south collection system. Operation of this facility includes wastewater treatment, production and distribution of reclaimed water and overseeing the production and disposal of a combined 6,000 dry tons of class AA pellets sold and distributed as fertilizer annually. The Plant Manager is responsible for maintaining permit compliance of all parameters for treated effluent and biosolids and will certify and submit all regulatory reports for the facility as required by the Florida Department of Environmental Protection (FDEP), the Environmental Protection Agency (EPA), the State Emergency Response Commission (SERC) and the Southwest Florida Water Management District (SWFWMD). Reporting includes facilitation of all audits, inspections, and associated written regulatory compliance responses, for example, Tier II reporting, maintaining compliance with the current risk management plan and the integrated contingency plan. The plant manager is responsible for the development and administration of a multi-million dollar budget.
Other responsibilities of the Plant Manager include workforce planning, personnel management, contract management and implementation, capital improvement program planning including implementation of Master Plan recommendations, strategic planning for the Department, emergency preparation, facility safety, process optimization, and disaster/storm planning and recovery operations.

What Will You Do?
- Oversees the operational activities and processes of a large wastewater treatment and water reclamation facility.
- Oversees the quality control of effluent and to ensure permit compliance is maintained with local, state and federal laws, rules and regulations of the wastewater treatment facilities and related installations.
- Assists division director in formulating and implementing policies and program objectives and efficiencies for the Division.
- Oversees the prevention and control of odor problems at wastewater facilities.
- Prepares and submits periodic and special reports and applications to federal and state regulatory agencies.
- Provides technical assistance to the laboratory section on matters relating to the Industrial Pretreatment Program; coordinates with the lab section on special testing required by federal and state agencies.
- Oversees the safety program through meetings and inspections to ensure a safe working environment for the employees.
- Appears in hearings and court cases as an expert witness; may explain and illustrate pollution data, equipment, instrumentation and technical processes.
- Compiles and evaluates data on the effectiveness and accuracy of wastewater equipment and instruments and develops recommendations for improvement; trains program personnel and representatives of other public agencies and private organizations.
- Assists in the preparation of the division's annual budget, special projects, in preparation of reports, and participates in conferences as required.
- Oversees and manages pump stations control and monitoring, and reclaimed operations and management within the Wastewater Treatment Division.
- Performs related work as assigned or required.
What Do You Need?
Experience: Responsible experience in managing wastewater treatment facilities and processes that includes one (1) year of management or supervision.
Degree: Environmental science, sanitary engineering, or related field.
- 8 years’ experience as described above.
- Associate degree as described above, and at least 4 years’ experience as described above.
- Bachelor's degree as described above, and at least 4 years of experience as described above.
- Master’s degree as described above, and at least 2 years of experience as described above.
- An equivalent combination of education, training, and/or experience.
- Participate in Emergency Response Plan Phase 1 or Phase 2 as designated during emergency or storm events.
- Must have superior technical writing skills.
- Must be highly proficient in Microsoft Office Suite (word, Excel, PowerPoint).
- Must be a demonstrated, successful leader and team player.
- Demonstrated excellent oral and written communication skills to deliver information across all levels of the organization, some of which may be technical or sensitive in nature.
- Must be able to provide technical and strategic presentations to all levels of staff.
- Must be able to successfully present on behalf of the Section at Board meetings, as needed, as the subject matter expert.
- Demonstrated ability to interface effectively with direct reports and all levels of management to develop solutions and facilitate the integration of business processes across the organization.
- Strong teamwork and problem-solving skills highly desirable.
- Demonstrated ability to achieve results through others by prioritizing activities, delegating and monitoring the progress of assignments, and empowering employees with the authority necessary to accomplish objectives.

Highly Desirable
- Bachelor's degree or higher in a technical field including Chemistry, Biology, Environmental Science, or Engineering.
- Florida Department of Environmental Protection (FDEP) Wastewater Plant Operator Class license as set forth in Florida Administrative code Chapter 62-602, -FDEP describing Domestic Wastewater treatment Plant operators license requirements or the ability to obtain FDEP Wastewater Operator Class license C or higher within one (1) year of hire.
- Four years of supervisory experience leading teams of direct reports in a wastewater treatment environment.
