Job Description:
PRIMARY FUNCTION:
The Workers' Compensation Program Manager is responsible for managing the Third Party carrier for workers' compensation claims, managing the triage nurse program, developing, training, and implementing Company-wide incident and case management programs and policies; studying accident investigation reports and root cause analysis , collaborating with Human Resources Business Partners in HR, providing incident and illness statistics to the Safety team, monitoring and evaluating the costs and statistics of the workers' compensation program, and assisting managers and employees with their industrial injury incident claims. This position conducts overall management of the workers' compensation program and makes recommendations for resolution of industrial claims. This position will report to the Director, Benefits and Compensation. This position can be located at Customer Support Services in San Jose or Stockton, CA.
ESSENTIAL FUNCTIONS:
- Oversees, develops, implements, and evaluates the disability case management and return to work programs and processes for the Company
- Advocates for injured and ill employees to obtain appropriate workers' compensation benefits, reasonable and necessary under federal and state laws
- Assists and trains managers and superintendents in injury and illness reporting
- Creates and maintains policies and procedures to ensure compliance with federal and state laws
- Provides support to the safety team with their tracking OSHA incidents annually and reporting of recordable and lost time claims for the filing of OSHA 300/301
- Supports the safety team as needed in providing OSHA TCIR and DART rates for CWS districts, HWSC, NMWS, and WWSC
- Provides Company-wide training for managers regarding workers' compensation procedures, policies, guidelines, return to work policies, disability management, American with Disabilities Act (ADA), and other applicable federal and state laws pertaining to disabilities
- Develops and updates policies and procedures to assist employees in returning to work from a disability
- Attends meetings and hearings with employees, management, union officials and/or administrative personnel
- Ensures timely and appropriate case management of workers' compensation claims handled by the TPA (third party carrier)
- Prepares and responds to disability case report requests
- Manages all financial aspects, including invoicing, reconciliations and reporting of related expenses.
- Creates reports, charts, and spreadsheets to illustrate research findings and how to mitigate costs and presents findings to HR/Safety team, management, and Officers
- Complies with Sarbanes-Oxley (SOX) requirements by ensuring internal controls are adhered to, reviews and signs quarterly SOX compliance questionnaires for Internal Audit
- Complies with Deloitte and other external audit vendors by ensuring all California Workers' Compensation laws and 3rd party carrier (TPA) claims handling are within compliance
- Works closely with employees in customer care management, workers' compensation, and out on various types of Leave of Absences
- Facilitates meeting with employees, HR Business Partners, management, union officials and/or administrative liaisons in the interactive process
- Monitors and evaluates the efficiency and effectiveness of disability management policies, procedures and processes
- Participates in and supports the Company's Continuous Improvement program and projects
- Performs other similar duties as assigned
- Attends meetings and training as directed by California Water Service
MINIMUM QUALIFICATIONS:
- Bachelor's degree in Business Administration, Social Service, Health Service Administration, Nursing or related field and/or equivalent relevant experience
- Five years of increasingly responsible experience working for a medium to large (1,000 employees) publicly held Company
- Experience creating plan and program designs
- Excellent analysis and decision-making skills
- Proficient in the use of Microsoft Office applications
- Valid California Driver License
Salary Range: $99,000- $221,900
