Job Summary:
The Permitting Specialist works with the General Manager to process and properly document all new Permitted (Non-Exempt) groundwater well application approvals and all types of Operating/Production Permits issued by the District. This position serves as the primary point of contact for Permitted (Non-Exempt) well owners and questions regarding Permitted (Non-Exempt) wells. Work requires strong organizational skills, attention to detail, advanced MS Office skills & GIS software skills, and the ability to interpret and apply District Rules, policies, and procedures.
Essential Duties:

- Processing, issuing, finalizing, and tracking the progress of Permitted (Non-Exempt) water well applications, permits, permit amendments, permit renewals.
- Communicate technical and regulatory information, both verbally and in writing, to well drillers, permittees, homeowners, consultants, engineers, technical staff, and the general public.
- Present Exception Permit Renewal information to the Board of Directors for approval, during the HGCD monthly Board Meetings, and answer any related questions.
- Locate, identify, and permit any unregistered groundwater wells that do not meet the Exempt well requirements within Texas Water Code 36.117 or Headwaters GCD District Rule 4.
- Maintain all Permitted (Non-Exempt) well records, to include organizing hardcopy files, recording information electronically, and scanning documents for Records Management requirements.
- Review and evaluate permit compliance. Coordinate with General Manager regarding any non-compliance issues.
- Participate in community outreach and public speaking events, when assigned by General Manager.
- Assist the General Manager with any pertinent Public Information Act Requests.
- Prepare or edit reports assigned by the General Manager.
- Compose & distribute approved press releases to the local newspapers, when requested by General Manager.
- Assist the District’s Records Management Officer with the digitization of Permitted (Non-Exempt) & Exempt well records.
- Update GIS mapping software with information pertaining to Permitted (Non-Exempt) wells and Operating/Production Permits.
- Perform other duties as assigned by the General Manager.
- Responsible for the administration of the Annual Production Report process, to include:
- Prepare, communicate, and distribute the Annual Production Report Notices to all Permitted (Non-Exempt) wells owners.
- Receive, record, track, and ensure the completion of the Annual Production Report Form process.
- Compile the Annual Production Report data for the Annual Groundwater Report.
Knowledge/Skills/Abilities:
- Strong customer service skills with the ability to communicate effectively with diverse groups, including the public, well drillers, realtors, and other governmental entities.
- Ability to quickly learn and apply District rules, regulations, and management plans.
- High proficiency with computers, including databases, Microsoft Word, Excel, PowerPoint, and Outlook.
- Proficiency with GIS mapping software preferred.
- Strong organizational skills and the ability to manage multiple tasks simultaneously.
- Working knowledge of groundwater resources, environmental science, or a related field preferred.
- Strong analytical and problem-solving skills. Ability to make mature, objective decisions and identify areas of potential problems.
- Excellent written and oral communication skills, including the ability to prepare clear and accurate correspondence and documentation.
- Ability to speak and interact professionally with individuals and groups representing diverse personal, public, and professional interests.
Education/Experience Requirements:
- Graduation from accredited high school required, two-year college-level coursework preferred but not required.
- Work experience in business environment or government agency preferred but not required.
Additional Requirements:
- Must be able to pass all testing and screening requirements established at time of application.
- Must have and maintain a valid driver’s license and an insurable driving record.
Physical Demands:
- Sitting at a desk using a desktop computer for extended periods of time.
- Bend, lift (up to 25 lbs.), climb, and walk in indoor working environment.
