About the Position
We are seeking an experienced professional to lead our facility-wide air emissions compliance programs. The ideal candidate will have expertise in managing air emission programs, preparing facility-wide emission inventories, performing air emissions calculations, and overseeing regulatory compliance for Title V Operating Permits, Air State Facility (ASF) Permits, and Air Facility Registrations (AFR We are seeking an experienced professional with deep knowledge of New York City building-energy regulations—specifically Local Law 97 (building emissions limits), Local Law 84 (annual energy & water benchmarking), Local Law 87 (energy audits & retro‑commissioning), and Local Law 88 (lighting upgrades & electrical sub‑metering). The ideal candidate will support compliance strategy, reporting, project planning, and implementation for our building portfolio.
Key Responsibilities
Local Law 97 (LL97) – Building Emissions Compliance
· Manage compliance with LL97’s carbon emissions caps for buildings over 25,000 sq ft beginning 2024, with increasingly stringent limits through 2030 and beyond. [nyc.gov]
· Oversee annual emissions calculations, reporting, and carbon-reduction planning.
· Coordinate energy efficiency and electrification projects needed to meet LL97 performance thresholds.
· Advise on financial impacts and penalties—$268 per excess ton of CO₂e—when applicable.
Local Law 84 (LL84) – Annual Benchmarking
· Lead annual energy and water benchmarking submissions using EPA Portfolio Manager, due every May 1.
· Collect, verify, and upload utility data (electric, gas, steam, fuel oil, and water where required).
· Ensure compliance for buildings 25,000 sq ft and larger, or grouped buildings exceeding 100,000 sq ft.
· Manage internal data quality controls to avoid penalties and support LL97 emissions calculations.
Local Law 87 (LL87) – Energy Audits & Retro‑Commissioning
· Oversee required 10‑year energy audits and retro‑commissioning for buildings over 50,000 sq ft.
· Coordinate ASHRAE Level II energy audits and ensure retro‑commissioning measures are completed.
· Prepare and file Energy Efficiency Reports (EERs) with the NYC Department of Buildings, based on block-number cycle.
· Manage relationships with qualified engineering firms and commissioning agents.
Local Law 88 (LL88) – Lighting Upgrades & Sub‑Metering
· Support compliance by upgrading lighting systems to current NYC Energy Conservation Code requirements.
· Oversee installation of electrical sub‑meters in applicable tenant spaces over 5,000 sq ft.
· Manage reporting and documentation requirements to demonstrate compliance to the Department of Buildings.
Air Emission Program Management
- Lead the development, implementation, and maintenance of the company’s air emissions compliance programs.
- Oversee internal compliance systems ensuring alignment with federal and state Clean Air Act requirements, including applicable emission limits and reporting obligations.
- Provide technical guidance on emission sources, control strategies, and regulatory applicability.
Air Emission Calculations & Inventories
- Perform detailed emissions calculations using EPA emission factors and source-specific data (e.g., AP‑42 emission factors).
- Develop, maintain, and submit facility-wide emission inventories for all regulated pollutants, including criteria pollutants, hazardous air pollutants (HAPs), and greenhouse gases (GHGs).
- Ensure inventory accuracy by collecting activity data, reviewing monitoring records, and applying correct emissions estimation methodologies.
Facility-Wide Emission Inventory Management
- Compile and manage emission data from all emission units and processes, including combustion, process operations, storage, and fugitive sources.
- Coordinate with operations, maintenance, and engineering teams to ensure accurate tracking and documentation of operational changes impacting emissions.
- Support state and federal reporting programs, including annual emissions statements and other mandatory submissions.
Title V Operating Permits
- Manage all aspects of Title V permitting for major sources whose potential to emit meets or exceeds regulatory thresholds.
- Prepare, revise, and maintain Title V permit applications, compliance certifications, semiannual monitoring reports, and deviation reports.
- Ensure the facility’s permit accurately reflects applicable requirements, including NSPS, NESHAP, and state-level regulations.
Air State Facility Permits (ASF) & Air Facility Registrations (AFR)
- Determine applicability of New York State DEC Air State Facility Permits, required for medium‑sized facilities that emit pollutants at levels below Title V thresholds but above registration thresholds.
- Prepare and maintain ASF permit documentation, modification requests, and compliance plans.
- Manage Air Facility Registration requirements for small sources emitting below permit thresholds, ensuring accurate reporting and compliance with registration conditions.
Regulatory Interface & Compliance Assurance
- Serve as the primary liaison with regulatory agencies (EPA, NYSDEC, local air districts).
- Monitor regulatory updates and assess their applicability to facility operations.
- Support audits, inspections, enforcement actions, and agency communication as needed.
Qualifications
3–7+ years of experience in NYC building compliance, energy management, sustainability, or facilities engineering. Candidate must hold a degree in environmental, chemical, or mechanical engineering, or a related engineering field, and be able to provide their own transportation to/from the office and project locations (mileage to/from project locations will be reimbursed at prevailing IRS rates).
· Strong working knowledge of NYC Local Laws 97, 84, 87, and 88, and related DOB compliance processes.
· Familiarity with EPA Portfolio Manager, NYC BEAM portal, and energy auditing protocols.
· Ability to interpret regulations, manage technical data, and coordinate with engineers, property managers, and vendors.
· Preferred certifications: CEM, CEA, LEED AP, or equivalent.
· Demonstrated experience working with:
o Emissions inventories and calculation methodologies
- Title V Operating Permit program requirements
- New York State Air State Facility and Air Facility Registration requirements
- Stack testing protocol for CEMS, COMS, RATA, SCONOX testing.
· Strong proficiency with emissions data management and regulatory reporting systems.
· Knowledge of federal Clean Air Act, NSPS, NESHAP, and state-specific air rules.
· Excellent technical writing and communication skills.
· Experience with air modeling tools (e.g., AERMOD).
· Familiarity with greenhouse gas inventories and carbon accounting frameworks.
· Project management experience in environmental compliance or engineering.
