The Water Utilities Treatment Division Manager is responsible for the overall management of the operation and maintenance of the City's water treatment facilities, wastewater treatment facilities and reclaimed water treatment facilities.
ESSENTIAL FUNCTIONS

DUTIES
- Plan, organize and direct the day-to-day activities and operation of the Treatment Division, including water treatment, wastewater treatment, reclaimed water treatment, storage of a treated water supply, pumping of treated water and wastewater, and Beneficial Reuse.
- Ensure compliance with Federal, State, and Local Government water, wastewater, and reclaimed water treatment regulations.
- Develop standards of performance for personnel to improve the Division's overall effectiveness and efficiency.
- Review, analyze, and evaluate operational procedures; make recommendations for improvement and refine or expand operations to meet current or long-range needs.
- Develop and prepare Treatment Division annual report and quarterly activity reports.
- Conduct feasibility studies, prepare special reports and/or cost benefit studies with a special emphasis towards innovative techniques and methods.
- Participate in the planning, development and design of major Capital Improvement Projects involving the Division's operations.
- Coordinate with the Utilities Planning and Engineering Division regarding the design and construction of water and wastewater treatment related capital projects.
- Serve as a customer contact and spokesperson for Water and Wastewater Treatment.
- Respond to citizen complaints, inquiries from City Council members, requests for information from other city departments, and similar information requests.
SUPERVISORY/BUDGET RESPONSIBILITIES
- Select, train, supervise, and evaluate staff; recommend assignment/assignment change, retention, discipline, and dismissal.
- Develop, manage, and monitor budget; maintain accurate budget reporting; ensure that operations are cost-effective, and funds are managed wisely.

EDUCATION, EXPERIENCE, AND LICENSES/CERTIFICATIONS
- Bachelor's degree from an accredited college or university in Engineering, or related field; and,
- Five (5) years’ experience in water, wastewater treatment and administration, or related field; and,
- Three (3) years’ experience in a management or supervisory capacity;
OR
- Any combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job.

CONDITIONS OF EMPLOYMENT
- Must have and maintain a valid Class "C" Driver's License and valid state required minimum automobile liability insurance prior to employment (must obtain Texas Class "C" driver’s license and state required minimum automobile liability insurance within 90 days of hire per state law).
- Must pass a drug test, driver’s license check, criminal history background check, employment history verification, and social security number verification check.

- Ensure equipment is in safe operating condition; perform preventive maintenance on tools and equipment, as appropriate and/or notify leadership immediately of needed repairs.

WORKING CONDITIONS/PHYSICAL REQUIREMENTS

- Motion: Frequent repetitive hand motions, including keyboarding and use of mouse; occasional reaching.
- Lifting: Lifting no more than 20 pounds and carrying up to 10 pounds.
- Environment: Works in an office setting; occasionally requires irregular and/or prolonged hours.
- Travel: Travel to City of Denton buildings and professional meetings as required.
- Attendance: Regular and punctual attendance at the worksite is required for this position. Must be able to work after normal business hours, holidays, and weekends, as needed. Must be able to work overtime, as needed. Must attend regularly scheduled and special meetings.
