Under the immediate supervision of the Utilities Field Superintendent, and administration direction of the Deputy Director of Public Utilities, the Meter Reading Division Supervisor is responsible for the supervision, oversight, and direction of an assigned crew. Work also involves various skilled and semi-skilled responsibilities. The Division Supervisor plans, organizes, oversees and has responsibility for the operations of the division and performs a variety of technical and administrative tasks on a regular basis. This position is subject to emergency and non-emergency callouts during evenings, weekends and holidays. Position requires regular and reliable attendance.
Essential Functions: For purposes of 42 USC 12101
- Manages and supervises all assigned employees (e.g., schedules and assigns tasks; interviews job applicants; recommends the hiring of job applicants; recommends discipline; evaluates performance; receives grievances or employee complaints; approves and recommends the approval of leave requests; attends or participates in meetings in which policy questions are reviewed or discussed; develops and implements policy; recommends policy changes).
- Oversees the scheduling and prioritizing of work assignments; monitors status of work in progress; coordinates projects and work activities with other divisions, departments, and contractors; assures employees have the proper tools to perform work efficiently and safely; assists with complex and/or problem situations and provides technical expertise.
- Can perform and carry-out all essential functions of a Meter Technician III.
- Confers with Director, Superintendent and Distribution concerning plans, priorities, problems, work schedules and deadlines.
- Responds to public inquiries, emergency water issues, service requests and police department calls.
- Prepares various detailed forms and reports related to the activities of the division and department.
- Carries out leadership responsibilities including but not limited to training staff in job skills (specific to division), assignment and direction of work and recommending necessary job performance and efficiency changes to the Superintendent.
- Complies with and monitors crew adherence to department and City policies, procedures and applicable State and Federal laws when planning, executing, or directing activities of the division and assists with contractors as needed.
- Operates a City vehicle daily in accordance with division/department operations.
- Leads service abatement and meter service.
- Monitors valve installation and replacement, meter system troubleshooting, in/out orders, and leak notifications.

Physical Requirements
- The primary duties of this class are performed in a public building and outdoor environment and may include working in adverse weather conditions, vehicular traffic, confined spaces, and hazards involving the use of power tools and equipment and hazardous chemicals.
- Sufficient clarity of speech and hearing, with or without reasonable accommodation, which permits the employee to discern verbal instructions, emergency, or alarm systems and to interact with employees.
- Sufficient visual acuity, with or without reasonable accommodation, which permits the employee to comprehend and generate written work instructions and work orders.

- Sufficient ability to endure prolonged exposure to varying temperatures (i.e. prolonged sun and heat exposure during summer months and cold/wind/dampness exposure during winter months).
Equipment OperatedComputer, copier, phone and other standard/modern office equipment; computer software (e.g., Microsoft Office, Cityworks, Web TMS, Sentryx, Meuller NMT and other applicable computer software), backhoe, dump truck, leak correlator, utility truck, line locator, vac-con truck, vac truck, valve turner.
Training, Experience, and Qualifications
- Completion of trade or vocational school; prefer some college coursework.
- Must possess a minimum of four (4) years of previous experience that relates to the work of the Division.
- Minimum of one (1) year supervisory experience.
- Possession of a valid State of Ohio Motor Vehicle Operator's License and ability to maintain insurability under the City's vehicle insurance policy. Possession of a valid State of Ohio Motor Vehicle Commercial Driver License, Class B (Class A preferred), with air brake and tanker endorsements, or the ability to obtain license within six (6) months of hire.
- Possession of a State of Ohio Class 2 Water Distribution license and State of Ohio Backflow Technician certification.
- Regular and reliable attendance.
- Any combination of training and experience which will indicate the possession of the knowledge, skills and abilities listed below.
