Position Overview/Duties This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the Department of Defense (DoD), Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.
Positionoverview/duties
Serves as environmental coordinator leading environmental review and compliance for capital, navigation, military, and operational projects while directing applied scientific investigations that inform impact analysis, mitigation, and monitoring. Position blends regulatory report development with field studies, data analysis, quality assurance, and cross-agency technical coordination. Position requires working knowledge of environmental laws and regulation including but not limited to: National Environmental Policy Act (NEPA), Section 7 of the Endangered Species Act (ESA), Clean Water Act (CWA), and Coastal Zone Management Act (CZMA)
May be selected at any grade level with non-competitive promotion potential to target grade. Non-competitive promotion potential to the target grade is based on time-in-grade requirements at each grade level and demonstrated ability to perform the higher graded duties.

Basic Requirements
Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

For The GS-11 Level
- Specialized Experience: One year of specialized experience which includes experience preparing environmental assessments and studies by applying environmental/ecological principles. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR
- Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR
- Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
For The GS-12 Level
Specialized Experience: One year of specialized experience which includes experience in ALL of the following areas: (1) Conducting water quality and/or environmental investigations; (2) Preparing environmental assessments; AND (3) Developing plans to mitigate habitat loss. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-12, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

- Appointment may be subject to suitability or fitness determination, as determined by a completed background investigation.
- Field work may require wearing personal protective clothing and equipment.
- Travel Percentage: Up to 25% travel may be required for site visits, field investigations, interagency meetings, and public outreach.
