Position Overview/Duties
Serves as project manager and technical expert for assigned aspects of the maintenance of channels and harbor navigation projects. Work includes reconnaissance, planning, budgeting, scheduling, environmental coordination and negotiations, scopes of work for the formulation of plans and specifications, and the management of support work by others for Navigation Section.
- Serves as a project manager for assigned channel and navigation projects and has direct responsibility for the design of the maintenance plan. Projects are often politically and environmentally controversial. Based on project requirements, incumbent determines the quantity and type of material to be dredged, the preferred and alternate dredge material management and constraints to performing the dredging. Prepares and distributes public notices. Independently resolve environmental concerns, identifies the Federal standard for the project, prepares the Statement of Findings and develops opportunities for beneficial uses of the dredged material. Coordinates with Real Estate Division for real estate acquisition as required. Prepares scope of contract plans and specifications, including special environmental or technical requirements and design criteria. Coordinates with responsible local sponsors and interests to assure that disposal sites, real estate permits and other necessary local permit requirements are provided. Manages the assigned work and insures compliance within budget constraints for engineering and environmental studies done by others for the Section, assuming either an oversight or study manager role, as the situation dictates. Maintains close contacts and working relationships with the representatives of states, counties, cities, ports, local interests, and other Federal agencies to exchange information on navigation and maintenance requirements, dredged material options, beneficial uses, social and political concerns, and environmental issues. Analyzes current and long range program needs for authorized navigation projects, prepares and justifies projected budgets covering all the maintenance and operational costs for ensuing fiscal years. Prepares budgets two years in advance and performs required coordination with other district elements. Funds other district elements, monitors the progress and direction of work and keeps the Chief of Navigation Section informed regarding the expenditures to insure that programmed funding is not exceeded. 50%
- Represents Operations Division, Navigation Section interests and is the technical advisor for navigation related issues at a variety of inter-agency work groups. Reviews reports and studies by other District or Corps elements involving the construction, operation, and maintenance of navigation projects, providing evaluation and recommendations. Coordinates input from local sponsors, state agencies and local agencies on land use plans, water quality studies, and other planning activities that affect the District Navigation mission. Plans, prepares and executes public involvement programs for operations and maintenance work activities, including public notices, semi-annual dredging coordination meetings, public brochures, and meetings with the public, concerned groups, agencies, and professional technical societies. 30%
- Coordinates with District elements, other Corps elements, state, local and Federal agencies, and public concerns in the development and implementation of long term management strategies for dredged material. Evaluates alternatives and formulates optimum plans, considering all engineering, environmental, economic, and land use requirements. Provides technical input to Planning and Engineering managers on dredging, navigation, and environmental and related issues in support of feasibility studies for new projects, especially continuing authority studies. Serves as the division contact for sediment and water quality issues and for Long Term Management Strategy. 10%
- Works closely with the Planning-Engineering Division and makes field reconnaissance or inspection trips for proposed and existing navigation projects to assess potential problems such as erosion, shoaling, silting, sedimentation, structural damage, obstructions, impacts on the environment and potential for improvements. Coordinates the preparation of recommendations and reports outlining the scope of the reconnaissance and inspections, problems encountered, appropriate further studies or investigations, remedial measures to be accomplished, changes in methods of operations and maintenance and priorities for proposed work. Serves as the division contact for wetlands delineation Coastal American Program, and ocean disposal site management and monitoring for coastal projects. 10%

- Must obtain and maintain a valid Driver's license. 2. Must obtain Contracting Officer Representative Type B Certification within 12 months of appointment. 3. OGE 450 required upon entry to the position and annually thereafter.
