Pay Grade: 116
Annual Salary Range: $89,600 - $132,100
The successful candidate's placement in the salary range will depend upon previous experience in a similar role. The placement shall not exceed the midpoint of the salary range, which is $110,900 annually.

Description
This position manages the Wastewater BioIntel Program by providing innovative, strategic direction in collaboration with internal and external stakeholders to advance wastewater-based epidemiology within the City of Tempe. Prepares and presents data-driven reports, dashboards, and policy recommendations to City Council, senior leadership, the public, and key partners.
Duties include, but are not limited to the following
- Analyzes wastewater, clinical, and syndromic data to identify trends, emerging pathogens, and chemical related overdoses, supporting data-driven community health planning, monitoring, and intervention.
- Manages large wastewater and other datasets, applies bioinformatics tools, and interprets genomic and chemical signals to inform public health response and early warning systems.
- Facilitates and guides strategic planning efforts through a multidisciplinary steering committee to ensure the alignment of program goals with community health priorities.
- Advises city leadership and contributes to policy development, program planning, and the implementation of objectives that enhance the reach and effectiveness of the Wastewater BioIntel Program.
- Coordinates research and stakeholder engagement, collaborates with public health agencies, academic and research institutions, laboratories, and community partners to strengthen program outcomes and service delivery.
- Oversees program budgets, expenditure controls, contracts, grants, and reporting, ensuring fiscal responsibility, regulatory compliance, and the successful implementation of operational and capital improvement initiatives.
- May perform responsibilities of a similar nature and level as assigned.
Requirements
Experience
Four (4) years of experience in program management in a public health, epidemiology, biostatistics, health informatics, or related experience.
Candidates must have the minimum amount of work experience. Years of experience are based upon a full-time work schedule (2,080 hours per year). The sum of an applicant's full-time and/or part-time qualifying work experience must meet or exceed the stated minimum qualification. Education will not substitute for the required work experience; however, related unpaid and/or volunteer work experience may be used as qualifying work experience.
Education
Master's degree in public health, community health, population health, health science, health informatics, biostatistics or related field.
The term "equivalent" means that directly related work experience exceeding the required work experience will substitute in equal one-year increments for college-level education (2 additional years for an associate degree and 4 additional years for a bachelor's degree).
Professional Licensure And/or Certifications
- A valid state driver's license
