Description
Receives training and performs in a trainee capacity by assisting higher level operators in conducting various tests and analyses on water at various stages of treatment, interpreting the findings on such tests and analyses and making appropriate adjustments to the water treatment process utilizing various chemicals in order to maintain water quality within design specifications; receives training in and assists in operating water treatment equipment and in performing routine maintenance and minor repairs on the water treatment equipment and facilities; and performs other related duties as required.
Distinguishing Characteristics
This class represents the entry level class for the Water Treatment Plant Operator series. Under the immediate supervision of higher level operators, the work involves on-the-job training as well as participation in a field study training program to develop the required skills, knowledge and abilities necessary in the:
- Testing and analyses of water at various stages of treatment; interpreting the results of such tests and analyses and making appropriate adjustments to the water treatment process; and
- Operating of water treatment equipment and performance of routine maintenance and minor repair work on the water treatment equipment and facilities.
Examples of Duties

- Receives orientation on basic work operations and work rules.
- Receives on-the-job training covering various functions and work processes associated with water treatment plant operation.
- Assists higher level operators by following instructions and demonstrated procedures for the performance of job tasks involving water testing, analyses and treatment and the operation, maintenance and repair of water treatment equipment and facilities.
- Performs progressively more difficult and responsible assignments as training progresses, and on an increasingly independent basis.
- Participates in a field study program for water treatment plant and water supply system operation.
Minimum Qualification Requirements
Training and Experience: A combination of education and experience substantially equivalent to graduation from high school including or supplemented by course work in chemistry, biology, or physical science and course work in algebra and one year of experience in the maintenance and repair of pumps, valves, gauges, switches, motors, etc.
Substitution Allowed: Successful completion of a water/wastewater treatment plant operator certification program at an accredited community college may be substituted for the required experience.
License Requirement: Possession of a valid Hawaii State driver's license (Type 3).
Knowledge of: laboratory procedures and techniques; use and care of instruments and laboratory apparatus and equipment; elementary principles of general science; basic mechanic hand and power tools; fundamental mechanical concepts; operating and maintenance requirements of various types of machinery; principles of electricity; hazards and safety practices involved in working with and around moving, electrical equipment, and corrosive and toxic chemicals.
Ability to: differentiate between varying gradations or shades of color; use standard laboratory apparatus and equipment; keep records of procedures, observations, and results of tests; interpret readings and indications on charts, gauges, and meters; operate, test, maintain and service electrical pumping units and auxiliary equipment; understand and follow oral and written instructions; work in occasionally unfavorable and obnoxious surroundings.
