This recruitment is to establish an eligibility list of qualified candidates to fill one (1) current full-time Water/Wastewater Worker I vacancy and any future vacancies as they become available within the Public Works Department.

WORK SCHEDULE
This position is a benefited, general, full-time, working hours to be assigned at the discretion of the Public Works Director. Candidates may be required to work irregular hours, various shifts, weekends, holidays and/or on-call status.
THE POSITION
Under general or direct supervision, constructs, operates, maintains, inspects and repairs water treatment, water supply and water distribution facilities such as wells, Metropolitan Water District (MWD) connections, pumping stations, reservoirs, treatment plants and components. All employees in this classification must possess a Class B Commercial Driver License.
Examples of Duties
DISTINGUISHING CHARACTERISTICS:
Grade Level I:
This is the entry level grade in the Water Service/Wastewater Worker series. Positions allocated to the classification perform the full range of Water Service and Wastewater duties. Under direct supervision, performs the entry-level duties of the classification as listed under the example of duties below; and must possess at least a Grade D1 Water Distribution Operator Certificate.
Grade Level II:
This is the journey level grade in the Water Service/Wastewater Worker series. Positions allocated to the classification perform the full range of Water Service and Wastewater duties. Under the general supervision, performs the journey-level duties of the classification as listed under the example of duties below; and must possess at least a Grade D2 Water Distribution Operator Certificate and a Grade T1 Water Treatment Certificate.
Grade Level III:
This is the highest level grade in the Water Service/Wastewater Worker series. Positions allocated to the classification perform the full range of Water Service and Wastewater duties. Under general supervision, performs the more complex duties of the classification as listed under the example of duties below; must possess at least a Grade D3 Water Distribution Operator Certificate and a Grade T1 Water Treatment Certificate.
Qualifications
EXAMPLES OF DUTIES (including but not limited to):
Grade Level I:
- Make water service connections
- Repair water leaks
- Read water meters and record data
- Shut off and turn on water meters
- Operate water system and record data
- Perform general maintenance on water system
- Install water mains
- Operate backhoe and other heavy equipment proficiently
- Maintain sewer mains and manholes
- Perform general maintenance on sewer system
- Assist other department employees in various job duties
- Under direct supervision, maintains and repairs all chemical feed equipment and chlorine analyzers
- Skilled in use of safety equipment such as atmospheric testing and confined space entry equipment
- Makes calculations dealing with quantity, rate and volume of water flow.
- Under direct supervision, evaluates system functions through recording and indicating instruments
- Reads pumping plant and well gauges, records and meters.
- Under direct supervision, lubricates and makes repairs on pumps, motors, control valves and auxiliary equipment.
- Assists in installation and modification of plumbing and piping systems that regulate water flow through the system.
- Performs general maintenance at system facilities such as painting of pumps and appurtenances, floor and equipment cleaning, etc.
- Assists in repairing, maintaining and replacing water system facilities components.
- Operates pneumatic tools and related equipment.
- Observes safety rules and regulations.
- Performs other related duties as required.
Grade Level II:
- Minimum of two years of paid experience as a Water Service/Wastewater Worker I or equivalent, performing above job descriptions.
- Able to proficiently perform all of Grade Level I duties.
- Performs field water quality testing such as color, turbidity, pH, and chlorine residual.
- Conducts water quality sampling for all source water and water distribution systems
- Maintains and repairs chemical feed equipment and analytical equipment.
- Makes calculations dealing with quantity, rate and volume of water flow.
- Evaluates system functions through recording and indicating instruments.
- Installation and modification of plumbing and piping systems which regulate water flow through the system.
- Repair, maintain and replace water facility components.
- Understand water distribution system hydraulics and adjust as necessary under supervision.
- Understand water system demand and adjust flow as necessary under supervision.
- Performs other related duties as required.
Grade Level III:
- Minimum of three years of paid experience as Water Service Wastewater Worker II or equivalent, performing above job descriptions.
- Able to proficiently perform all of Grade Level II duties.
- Understand water distribution system hydraulics and make changes as necessary.
- Makes decisions to ensure water quality and water pressure, such as adjust flows as needed that are critical to maintaining quality and quantity water throughout the system.
- Regulates and controls reservoir systems and controls, including the operation of water wells and associated pumping equipment.
- Operates the water distribution and/or treatment systems through SCADA control systems
- Receives and dispatches requests for emergency service assistant.
- Handling of bulk chemicals necessary to run the system.
- Ability to be on-call and respond to after hour calls and SCADA system alarms
- Maintains daily operator log for the water distribution system
- Performs other related duties as required
Requirements
MINIMUM REQUIREMENTS:
Must possess a valid Grade I (or higher) Water Distribution Operator Certificate issued by the State of California Department of Public Health.
Possession of a Class B driver's license issued by the California State Department of Motor Vehicles with airbrake and tank endorsements, Class A is desirable. Grade I is allowed 6 months from the date of appointment to obtain the Class B license. Possession of a valid Class B CDL is a condition of appointment. Loss of the Class B license will result in the termination of the incumbent.
One or more years recent experience in the operation and evaluation of water pumping and control systems, including the operation and maintenance of pumps, valves, and related mechanical equipment such as chemical feed machines, chlorinators, and/or other technical precision equipment.
Ability to effectively communicate both orally and in writing.
Willingness to work various shifts, overtime, weekends, holidays, and irregular hours as needed.

The employee frequently works in outside weather conditions, near moving mechanical parts, and on slippery and uneven surfaces. The employee is frequently exposed to wet or humid conditions, fumes or airborne particles, toxic or caustic chemicals, and risk of electric shock.
The work environment described here is representative of those an employee encounters while performing the essential function of this job. Incumbent in this classification will work out in the field environment.

- Retirement- Effective January 1, 2013, new members to CalPERS or an agency with CalPERS' reciprocity will be subject to the provisions of the Public Employees' Pension Reform Act of 2013 (PEPRA) and will receive 2% @ 62 benefit formula. Employees who are current members of CalPERS or an agency with CalPERS' reciprocity, or who have less than a six month break in service between employment in a CalPERS (or reciprocal) agency and employment with the City will be enrolled in the 3% @ 60 benefit formula.
