About This Position
The City of Phoenix Water Services Department is one of the largest water/wastewater utilities in the nation, serving 1.7 million residents within a 540 square mile service area. In addition to protecting public health and safety by treating raw and waste waters and delivering clean water to our customers and the environment, our organization is committed to safety, innovation, environmental protection, and regulatory compliance.
The Water Services Department is seeking an Environmental Health & Safety Specialist (EHSS). The EHSS will identify, evaluate, and mitigate workplace hazards within the Water Services Department (WSD). The EHSS will join a roughly 26-member professional safety staff; coordinate environmental, health and safety efforts with peers and other WSD Divisions. The EHSS works in groups and independently on assigned programs, training, and projects.
The EHSS Will Be Responsible For
- Ensuring compliance with environmental, health and safety programs and the WSD Safety Management System (SMS).
- Conducting inspections,
- Record keeping and retention,
- Documentation,
- Training other employees
- Ensuring training requirements are tracked
- Utilizing the Water Asset Management work orders,
- Promoting OSHA 2016 Recommended Practices for SMS and OSHA,
- Conducting department-wide safety audits,
- Finalization of comprehensive site-specific training.
IDEAL CANDIDATE
- Possess excellent communication and computer skills and have experience developing and implementing EHS programs in industrial or utility settings as demonstrated on their cover letter and resume.
SALARY
Pay Range: $28.86 to $44.77 per hour.
Hiring Range: $28.86 to $36.84 per hour.

Minimum Qualifications
- Two years of skilled experience implementing, reviewing, and revising environmental health or safety programs in a public utility or industrial setting.
- Other combinations of experience and education that meet the minimum requirements may be substituted.
- Acquisition of a Grade 1 Arizona Department of Environmental Quality certification in the appropriate discipline by the end of the 12-month probationary period.
- The completion of training related to OSHA or other environmental, health and safety programs may be required during the probationary period.

- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

Preferred Qualifications
The minimum qualifications listed above, plus:
- Proficient in computer processing and Microsoft Programs.
- Experience with/in the following:
- Coordinating emergency response and fire drills.
- Providing training in classroom and field settings.
- Conducting safety inspections and providing safety training.
- Developing and implementing EHS programs in industrial or utility settings.
- Operating testing equipment used for fit testing, noise testing, and air monitoring.
- Working in a water/wastewater, underground utilities, construction, or industrial setting.
