Essential Duties & Responsibilities:
Water Plan Review Engineer:
- Performs technical engineering reviews of planned development plans, site development plans, and construction projects. Plan Review Engineers for Castle Rock Water would provide reviews related to water, sanitary sewer-stormwater, floodplain, and, temporary erosion and settlement control projects
- Reviews development agreements, subdivision improvement agreements, field change orders, legal descriptions and exhibits, and technical criteria variances to Town regulations for new development and facilities.
- Verifies environmental requirements with federal, state and local permit requirements.
- Ensures compliance with Municipal Code, Town regulations, master plans, policy and criteria, state and federal requirements, and good engineering practices.
- Attends and participates in internal and external coordination meetings with landowners and consulting engineers to discuss and review comments. Works to resolve plan issues.
- Schedules, tracks, and prepares progress reports. Provides reports to immediate supervisor or department director.
- Responds to inquiries. Performs general administrative duties.
- May perform site visits to verify site plans, topography and design.
- May prepare cost estimates.
- May assist in the development or updating of Town ordinances, design criteria and standards.
- May process right-of-way permits.
- May perform basic engineering design and project management for routine department projects.
- Performs other duties as assigned or as necessary.
Additional responsibilities if selected as a Sr. Stormwater Plan Review Engineer:
- Employees at this level are required to be fully trained in all procedures related to their assigned area of responsibility as enumerated below.
- Exhibits the ability to apply Town technical criteria at a high level while performing technical engineering reviews of planned development plans, site development plans, and construction projects. Sr. Stormwater Plan Review Engineers for Castle Rock Water would provide reviews related to stormwater, floodplain and temporary erosion and sediment control projects. This position may also conduct water and sanitary sewer plan review functions as needed.
- Recommends and develops standards, criteria and details related to area of discipline.
- Provide code interpretation to the general public, contractors, engineers, architects, staff, and other professionals.
- Supports and accompanies Construction Inspectors on construction Field Change Orders, final acceptance inspections, record drawings and certifications.
- Schedules, tracks, and prepares progress reports. Provides reports to immediate supervisor or department director.
- Manages floodplain program and updates municipal floodplain regulations and floodplain mapping. Approves floodplain development permits, requests for floodplain encroachments and map revisions. Manages and enforces floodplain regulations for all activities in the floodplain.
- Provides education, resources and technical assistance regarding flood insurance policies and guidelines. Coordinates with emergency responders and local, state and federal agencies regarding apparent flood risks.
- Performs general administrative duties.
Minimum Qualifications:
An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.
Water Plan Review Engineer:
Education: Bachelor’s degree in Civil Engineering or related discipline
Experience: Two (2) years' of plan review experience is preferred; or any equivalent combination of education, training, and experience
License and/or Certifications:

- Valid Colorado Driver's License
- Enrollment as a Colorado Engineering Intern (EI) or the ability to obtain within six (6) months of hire.
Sr. Stormwater Plan Review Engineer:
Education: Bachelor’s degree in Civil Engineering or related discipline
Experience: Four (4) years of plan review experience: or an equivalent combination of education, training, and experience.
License and/or Certifications:

- Valid Colorado Driver's License
- Certified Floodplain Manager (CFM) or the ability to obtain within six (6) months of hire
- Colorado Professional Engineer's (PE) license is preferred
Knowledge, Skills, and Abilities:
- Thorough knowledge of the principles and practices of municipal construction of water, sanitary sewer, and drainage infrastructure projects.
- Knowledge of Town, state and federal engineering and environmental standards and regulations related to development.
- Ability to communicate effectively with others orally and in writing.
- Ability to effectively read, interpret and analyze complex data and information including construction plans for compliance with Town standards and policies.
- Ability to apply Town standards and polices to the CIP process.
- Ability to provide guidance, assistance, and interpretation to others on application of regulations, procedures and standards.
- Ability to use mathematical skills to generate reports, answer inquiries, read maps, verify hydrologic and hydraulic calculations and cost analysis.
- Working knowledge of Microsoft Word, Excel and Power Point.
- Ability to establish and maintain effective work relationships with others.
- Ability to effectively manage and complete multiple reviews simultaneously and timely.
Physical Demands:
- Sedentary work for long periods of time

- Occasional lifting, carrying, walking and standing
- Occasionally required to use hands to finger, handle or feel objects, tools or controls; reach with hands and arms; and stop, kneel, crouch or crawl
