The Assistant Director of Utilites earns a competitive annual salary of $96,061.15-$122,477.97/based on experience and qualifications. There is also certification pay for licenses higher than required for the position. Additionally, the city pays all premiums for our employees' dental, long-term disability protection, and life insurance plus the majority portion of the medical premium for employees and their dependents. A DAY IN THE LIFE OF AN ASSISTANT DIRECTOR OF UTILITITES
General Description
The purpose of this job within the organization is to oversee the operation and management of the Enterprise Fund Divisions of the Utilites department. This job is also responsible for leading, planning, directing, and overseeing the overall operations and management of a comprehensive municipal utility system including water production, surface water treatment, environmental compliance, and wastewater treatment.
This job formulates long-range goals for the organization, develop policy and position papers, manages and develops budgets, assists in utility rate development and negotiates with the chief administrative officer and/or elected officials.
Essential Functions
- Provides leadership and employee development through staff meetings, and other interactions, which facilitate discussion about day-to-day management in all Public Works areas and about ways to improve and create a culture of continuous improvement.
- Oversees the management of all aspects of utility system that includes the production and treatment of water and wastewater, the development and management of budgets, operational system knowledge of water and wastewater process, training and teaching operational staff, contract management, City Council presentations and interaction with the public.
- Will work with staff and attend a variety of project related meetings as the Project Owners Representative to ensure that the department receives a product which best meets operational and maintenance needs.
- Provides customer service and works with residents to understand their issues and resolve problems.
- Develops and operationalizes strategies for assess management and infrastructure recapitalization programs.
- Develops and manages divisional budgets, develops and updates divisional business plans to include new key issues, staffing need forecasts, future budget needs, etc.
- Establishes and maintains high departmental standards for customer service and interaction with the public or other agencies.
- Establishes and maintains systems and programs to optimize efficiency through work order program integration.
- Coordinates with the Engineering and Projects divisions on the development, design, and review of various engineering and utility projects and programs.
Additional Duties
- Provides high level messaging to customers and clients through departmental partnering.
- Writes City Council agendas and approves Council agenda items written by Engineering and Public Works Staff.
- Performs emergency essential duties as required during a partial and/or full emergency operations activation.
- Manages personnel matters within the utility division, including hiring, discipline, training and development, performance appraisals, and related activities.
- Performs related work as assigned.
Minimum Education And Experience Requirements
- Requires a bachelor's degree in engineering, environmental science or closely related field.
- Requires four years public works or closely related experience.
Special Certifications And Licenses
Valid Texas Driver's License
TCEQ wastewater license B required
TCEQ Water License B Required - A Preferred
