SUMMARY: Planning and supervision of wastewater operations, maintenance, and restoration of the City's sewer collections system and treatment plant. Management of sanitary sewer utility infrastructure for the City of Katy citizens, commercial businesses, and the general public of the City of Katy.

- Maintains an inventory of supplies and materials; prepares a preventative maintenance schedule for equipment and vehicles.
- Supervises and provides general direction to crews; delegates work orders and tasks; trains, evaluates, and disciplines staff, and reviews work practices as needed.
- Plans for the appropriate training and implementation of standard operating procedures and policies; provides briefing opportunities for employee feedback.
- Oversees and participates in the development and implementation of the Department budget; approves and forecasts funds needed for staffing, equipment, materials, and supplies; approves expenditures and implements budgetary adjustments as needed.
- Reviews and approves general purchases for various equipment and supplies purchased by employees.
- Performs and reviews inspections of contractors working within the City.
- Addresses the public regarding Department operations or requests.
- Supervises the sewer collections and treatment processes to ensure compliance with State and Federal regulations.
- Oversees the analysis of wastewater effluent sampling and testing to determine acceptability and conformance to standards.
- Oversees the appropriate safety and training of personnel; inspects job sites to ensure that safety procedures and standard repair methods are being utilized.
- Plans and administers the inspection of lift stations to ensure proper functioning; schedules maintenance and repairs as needed.
- Primary point of contact for treatment plant RMP and best practices and training for chlorine and sulfur dioxide management.
- Manages restoration plan for driveways, sidewalks, streets and yards impacted by wastewater repair(s).
- Manages and plans the repair of leaks, fabrication of service taps, installation of new sewer lines, and the installation and repair of manholes.
- Organizes, schedules, and oversees the repair of valves, pumps, motors, and other sewage collection and treatment equipment.
- Prepares reports and forms; maintains records of division activities and operations.
- Investigates and takes appropriate action to resolve customer complaints related to sewer stoppage and overflows.
- Responds to department or city emergency needs as appropriate. Provides appropriate resources; supports the structure and function of the EOC/Administration.
- This position is considered Critical Personnel during a natural or manmade disaster and/or a catastrophic event. This position may be required to provide services or perform duties for the benefit of the public and the continuity of City operations. These may include services or duties different from those performed in the usual course and scope of this position.
- For purposes of business continuity, employees in this position are considered Essential Critical Infrastructure Workers, as defined by the Cybersecurity & Infrastructure Security Agency (CISA).
- Performs other duties as required.
Minimum Qualifications
Education, Training and Experience Guidelines:
Associate degree in Public Relations, Engineering, or related field AND five (5) years of experience in the wastewater treatment field, which includes some supervisory responsibilities; OR an equivalent combination of education, training, and experience.
Knowledge Of
- Department policies and procedures.
- City ordinances and codes.
- Texas Commission on Environmental Quality regulations.
- Equipment, facilities, materials, methods, and procedures for sewer collection.
- Wastewater treatment processes.
- Federal, State, and Department wastewater treatment guidelines and procedures.
- Proper handling and application of chemicals necessary to maintain a safe work environment.
- Safety practices, procedures, and regulations.
Skill In
- Operating tools and equipment used in the completion of sewer and wastewater treatment related tasks.
- Establishing and maintaining effective working relationships.
- Quality assessment and quality control methods.
- Providing effective supervision, leadership, and training to assigned staff.
- Ability to operate a computer and use virtual meeting applications/resources.
- Communicating effectively, both orally and in writing.
License And Certification Requirements
- Wastewater Treatment Plant Operator Class B license.
- Valid State Driver's License required.

Physical Demands And Working Environment
This position requires climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, seeing and repetitive motions. Exerting in excess of 100 pounds of force occasionally, and/or in excess of 50 pounds of force frequently, and/or in excess of 20 pounds of force constantly to move objects. Employee may be subjected to moving mechanical parts, electrical currents, vibrations, fumes, odors, dusts, gases, poor ventilation, chemicals, oils, extreme temperatures, inadequate lighting, workspace restrictions, and intense noises.
