Established in 2003 by a special act of the Florida legislature, Toho Water Authority (Toho) is the primary provider of water, wastewater, and reuse water services in Osceola County and one of the larger utilities in the State of Florida. Toho currently serves over 150,000 customers, in a 342 square-mile area, including St Cloud, Kissimmee, Poinciana, and unincorporated areas of Osceola, Polk, and Orange Counties. The Environmental Compliance Director or Manager is responsible for leading, developing, implementing, and proactively monitoring comprehensive water and wastewater compliance programs for Toho’s water, reclaimed water, and wastewater facilities and systems. This role ensures Toho meets all regulatory and permit requirements throughout operational functions and programs while maintaining compliance with local, state and federal regulations related to the treatment, distribution and collection of water, reclaimed water, and wastewater. This position leads programs and projects along with a team of experts who perform compliance monitoring, inspections, and reporting. This individual will work with teams to ensure Toho is compliant with current and upcoming state and federal regulations and rulemaking. Work is performed with independent judgment and initiative exercised in overseeing regulatory compliance programs including regulatory reporting and strategic planning for meeting upcoming regulations. The candidate must be a proactive and positive communicator who is approachable and can foster a teambuilding environment. Ideal candidate will have a working-leader mindset with a strong background in water utility regulations and compliance, planning for current and emerging compliance programs and initiatives, with expertise in overseeing water and wastewater permitted facilities compliance.

Essential Functions
1. Develops and implements environmental compliance strategies, programs, and policies to ensure adherence to federal, state, and local regulations (such as the Clean Water Act and Safe Drinking Water Act).
2. Oversees compliance monitoring, reporting, and recordkeeping requirements, ensuring timely and accurate submissions to regulatory agencies.
3. Leads the investigation and resolution of environmental compliance issues, including non-compliance events and permit violations, and develop corrective action plans as necessary.
4. Works closely and successfully with operations, engineering, and maintenance departments to support permit compliance, proactively develop roadmaps and planning to meet current and upcoming regulatory compliance requirements, and identify areas for improvement.
5. Provides recommendations and comments on proposed rulemaking, draft permits, and draft ordinances.
6. Oversees the development of guidance documents, plans, and procedures to address changes to regulatory rules.
7. Leads and participates in various cross-departmental teams to develop and deliver specialized projects, policies, and resolve complex issues.
8. Oversees and ensures compliance with federal, state, and local regulations including permit applications, post permit requirements and associated reports; evaluates data; evaluates and stays current on utilities and environmental laws and regulations; conducts research on regulatory questions; and negotiates with agencies.
9. Directs regulatory projects and programs; creating periodic project status reports; negotiating contracts; evaluating the work of contractors; reviewing programs and procedures; and approving vendor and contractor pay requests.
10. Prepares and submits utilities compliance reports and documents related to sanitary sewer overflows, public notification, responses to regulatory non-compliance notices, biosolids processing reports; analysis reports; and consumer confidence reports.
11. Assists Legal team with Environmental Tasks by researching background information; evaluating proposed regulatory documentation; ensuring the requirements of the approved Consent Orders, Permits, etc. are complied with; and corresponding with the regulatory agency and Attorney.
12. Provides recommendations, presentations, and reports on utility programs and functions to internal staff, Board members, and interagency organizations.
13. Provides solutions to challenges, concise communication, and reports on a variety of planning related functions.
14. Prepares and manages the Environmental Department budget and seeks out efficiency opportunities.

Requirements
Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain that required qualification would be:
1. Bachelor's degree or higher in technical science, environmental science, or another related field.
2. Minimum of 8 years of experience in water utility operations and compliance monitoring functions supplemented by 5 years of supervisory experience leading teams, projects, and programs.
3. Any combination of education and experience which demonstrates the candidate’s ability to perform successfully in this position will be considered.
4.Upon hire, the ability to possess and maintain a valid State of Florida Class E Driver's License.
DESIRABLE QUALIFICATIONS:
* Demonstrated success in implementing EPA and FDEP rules, rule revisions, and regulation requirements for water and wastewater treatment facilities and systems.
*Proven track record of providing expertise and guidance to meet upcoming environmental rules and regulations.
*Strong knowledge of Florida Administrative Code a plus.
*Significant knowledge of and experience with utility water and wastewater systems, facilities, and programs.
*Experience with environmental permitting related to utility projects, initiatives, and programs.
*Experience with the implementation of strategic initiatives for process improvement.
*Skilled in advanced leadership techniques and practices to evaluate and determine organizational goals and develop high-performing and talented teams.
