The SJRA is a public entity whose mission is to develop, conserve, and protect the water resources of the San Jacinto River basin. Its primary purpose is to implement long-term, regional projects related to water supply and water quality. SJRA delivers raw water to both municipal and industrial consumers and provides water treatment and wastewater services through the ownership, operation, and maintenance of infrastructure including reservoirs, groundwater wells, surface water and wastewater treatment plants, pump stations, lift stations, and miles of open channel and conveyance systems.
Position Summary
The San Jacinto River Authority is seeking a Division Manager for its division located in Highlands, Texas. The Highland Division delivers raw water from Lake Houston and the Trinity River through a 27-mile system of canals and a 1,400-acre staging reservoir to provide raw water to several industrial, municipal, and agricultural customers. The Highlands Division Manager leads, plans, develops, and directs the resources and activities of the Highlands Division to achieve compliance with all local, state, and federal rules, regulations and laws, and the organization’s goals and objectives. This role is responsible for overseeing the overall planning, development, operations, maintenance, repair, capital improvements, and management of all SJRA operations, facilities, and assets in the Highlands Division to be provided in an effective, efficient, and safe manner while providing reliable services to SJRA industrial, commercial, agricultural, and municipal water supply customers. This is a senior leadership role required to work closely and collaboratively within the division and cross-functionally to promote strategic objectives, good morale, teamwork, and communication throughout the entire SJRA organization. Other duties include:
- Responsible for the operation, maintenance, and management of a raw water supply and conveyance system that provides industrial, municipal and agricultural customers with raw (untreated) water. The system includes three pump stations, a 27-mile system of canals, and a 1400-acre staging reservoir. Division staff operates the pump stations and the canals, maintains the assets of the system, and performs minor corrective maintenance to system assets.
- Oversees direction of Division staff in proper and safe operation of the Division and maintenance of associated SJRA assets in compliance with all local, state and federal regulations, rules and laws; enthusiastically supports safety regulations, policies, principles, and procedures; ensures timely decisions regarding emergency operations, and assures records of same are prepared and maintained; monitors weather conditions and its effects on operations and makes decisions regarding operations accordingly; reviews accident investigations and takes action to prevent recurrence, coordinating with the Risk department as appropriate.
- Prioritizes, coordinates, and delegates responsibilities and activities to subordinate staff to be performed in accordance with policies, principles, and procedures established by SJRA Senior Management and/or Board of Directors; conducts performance evaluations, recommends position and compensation adjustments of staff for approval by SJRA Senior Management.
- Evaluates and approves expenditures for compliance to Board-approved budget and SJRA and state purchasing/procurement policies, procedures, and rules; oversees the selection and procurement of all equipment, materials, and supplies, including vehicles, necessary for Division activities; coordinates with Purchasing/Procurement Manager as appropriate.
- Establishes the overall goals and objectives of the designated area of business with SJRA Senior Management and other applicable business areas; maintains an organizational structure and delegates authority to subordinates, as
- appropriate; leads the organization to successfully accomplish approved goals and objectives; communicates goals and expectations to team members and measures performance against those goals and expectations.
- Personally or through delegation to appropriate staff, reviews all professional services, construction, and miscellaneous services agreements, including associated scope, level of effort, fee, and schedules developed by Technical Services Department staff, and submits timely to SJRA Senior Management for review and, if applicable, obtains SJRA Board approval; receives and reviews updates from Technical Services Department staff on monitoring and management of all professional services, construction, and miscellaneous services for compliance with approved agreements; coordinates with Technical Services Department staff, as appropriate.
- Coordinates and facilitates recruitment, training, mentoring, counseling, discipline, and development of staff, strategically geared to meet the overall goals and objectives of the designated area of business, collaborating with Human Resources as appropriate.
- Develops and successfully implements strategic and five-year Business Plan to meet overall goals and objectives of Highlands Division; develops and annually updates ten-year capital improvements plan and a five-year staffing plan.

Requirements
- Bachelor’s degree in engineering, natural science, business, public administration, or water resources management is required.
- At least 10 years of experience in managing and supervision of professional, paraprofessional, and skilled labor. Progressively responsible and practical experience in planning, development, operation, maintenance, repair, capital improvement, and asset management of public works; utilities; reservoirs and dam operations; raw water pump station, reservoir, and canal systems.
- Competent in making presentations to governance and the public.
- Texas driver’s license with insurable driving record is required.
