Job Summary
The Water/Wastewater Superintendent is responsible for all functions of the Distribution and Collection Divisions of the Public Utilities Department. The position is responsible for overseeing the capital planning and funding including infrastructure improvements and the management of construction projects. Employee is required to perform all similar or related duties.
Essential Job Functions
Responsible for the management, planning, coordinating, inspecting and provision of water to ensure adequate fire protection, potable water and proper discharge of sewage to maintain public health and safety and to meet and maintain all State, Federal and local regulations for the operation of the town's water/sewer distribution system.
Ensures the proper direction, supervision, evaluation and training of division personnel.
Works with supervisors in planning for the extension and on-going repair of the water and sewer systems.
Oversees contract work related to hydrant repair and maintenance.
Analyzes, prepares and makes recommendations to the Public Works Director on all sewer and/or water issues or disputes; addresses and responds to complaints.
Develops and implements written operating policies and procedures to promote and maintain safety and well-being and to instill safety awareness of employees.
Maintains a working knowledge and proficiency in the Water and Sewer treatment processes associated with the town's water supply, cross-connection, meter replacement and sewer discharge sites.
Works with blueprints, drawings, sketches or oral instructions, plans, lay outs and coordinates work.
Works with other local departments and state or federal agencies during emergencies.
Orders and maintains an adequate inventory of essential stock items, tools and supplies.
Keeps abreast of the latest technological innovations pertaining to water and sewer infrastructure maintenance.
Deal with the public and other individuals on behalf of the department in or to communicate departmental practices, procedures, regulations or guidelines.
Minimum Qualifications & Requirements
High School Diploma or equivalent; preferably an associate's degree with five to seven (5-7) years of related work experience; or any equivalent combination of education, training and experience which provides the required knowledge, skills and abilities to perform the essential functions of the job.
Class B Surface Water and Wastewater Treatment Operators Licenses, Motor vehicle operator's license.
Knowledge, Skills & Abilities
Working knowledge of the City's public drinking water and wastewater system infrastructure, treatment facility and distribution pumping system.
extensive knowledge of public procurement regulations, budgeting and cost estimating.
Understanding of public sector operational and budgetary management practices.
Working knowledge of state (T.C.E.Q) and federal (E.P.A.) compliance regulations such as the Clean Water Act.
Knowledge of the principles, practices and techniques of construction, repair and maintenance of water and sewer treatment and distribution systems.
Knowledge of water and wastewater equipment required for construction, repair and maintenance of water and sewer systems.
Ability to meet and deal with the public effectively and appropriately; to handle problems and emergencies effectively; communicate clearly, both orally and in writing; operate a computer
Working Conditions/Physical Demands
Work requires some agility and physical strength, such as moving in or about construction sites or over rough terrain or standing or walking most of the work period.
Occasionally, work may require lifting heavy objects and carrying them (up to 100 lbs.) There may be need to stretch and reach to retrieve materials. Usually, the work will require extended physical effort over a significant portion of the workday.
