The Bureau's Operation & Maintenance Group (O&MG) protects public health, water quality, and the environment by operating and maintaining wastewater and stormwater collection and treatment facilities. With a total of 75 full-time employees, the Operations Division monitors, controls, and operates two wastewater treatment plants and nearly 100 sewage pump stations 24 hours per day, 7 days per week. The O&MG has also reliably transported and land applied wastewater residuals (biosolids) in Central and Eastern Oregon for 30-years. The program spans 3 counties, partnering with 11 landowners, and encompasses more than 100 sites and 30,000 acres.
The City of Portland Bureau of Environmental Services (BES) is seeking a Biosolids Program Manager to help lead, oversee, plan, coordinate, and prioritize work for the Operations Division's Biosolids Land Application program. The program manager will reside in, lead, and support the Biosolids team in the Operations Division.
The candidate selected for this position will work five days/week, 8 hours/day from 07:00 am to 15:30 pm during onboarding and orientation. Final schedule will be determined and agreed upon, including options for compressed work week opportunities, by the incumbent and manager.
What you'll get to do:
- Serve as the liaison/point of contact from the Operations Division for overall biosolids and residuals management program administration and supervision.
- Support and supervision of the assigned team.
- Prepare and submit annual reports and workplans for DEQ and EPA. Annual reports, biosolids management plan, land application plan.
- Contract management for all program contracts - hauling, land application, fuel (solicitations, ordinance development, contractor meetings, work plans, spill plans, permits, contract amendments, SAP approvals, expenditure tracking/monitoring, overall oversight, residuals, etc.)
- Annual and 5-year budget development and monitoring.
- Primary program liaison to national and local regulating authorities for biosolids management (EPA Region 7 and DEQ NW Region).
- Biosolids compliance coordination with BES Environmental Compliance division (NPDES permit, annual report submittals, etc.)
- Biosolids analysis and sampling coordination with WPCL staff (annual lab budget preparation, requested analytes, NPDES permit updates, etc.)
- Plant process monitoring oversight for biosolids compliance parameters (CBWTP & TCWTP). Pathogen reduction, vector attraction reduction, pollutant limits, etc.
- Biosolids quality monitoring oversight with Industrial Source Control & Pretreatment Program (local limits, regulatory updates, pollutants of emerging concern, etc.)
- Program communications and outreach with BES Communications and contractor staff.
- Participation and leadership in regional/national biosolids organizations and associations (e.g., ACWA Biosolids Committee, NW Biosolids, WEF, etc.)
- Long-term program resiliency planning and development.
- Long-term program planning work (Integrated Planning, Engineering, Resource Recovery Plan, Facilities Plan, etc.).
- Rotational on-call availability for after-hours needs is required.
- Direct report to Division Manager II.

To Qualify
Applicants should specifically address and demonstrate in their cover letter and resume how their education, training, and/or experience meet each of the following minimum qualifications:
- Ability to communicate clearly, logically, and persuasively, both verbally and in writing, and the ability to prepare concise and comprehensive reports, correspondence, and other forms of communication.
- Ability to develop, forecast, and monitor annual and 5-year budgets.
- Knowledge of and ability to analyze, interpret, explain, and apply relevant (water quality) laws, regulations, ordinances, policies, and operational procedures that are specific to wastewater residual management.
- Ability to comprehend and participate in DEQ site authorization and permitting work related to land application sites.
- Skill in developing ongoing relationships with regulators, growers, landowners, consultants, and city representatives.Education and Experience:
- Required Education: Associate of Applied Science in Water/Wastewater Technology or other environmental field of study or equivalent.
- Preferred Education: Bachelor of Science in Environmental Science, Agronomy, or related environmental field of study or equivalent.
- Required Experience: Five (5) years of experience demonstrating the KSAs listed above.
- Preferred Experience: Ten (10) years of experience demonstrating the KSAs listed above.
Additional Certifications/Licenses
- Required: A valid state driver's license and an acceptable driving record at the time of hire.
- Preferred: A level IV (4) Wastewater Treatment Certification from Oregon DEQ upon hire, or ability to obtain within 12 months of hire.
