Performs professional and technical work in contract administration, contract compliance, and supervision for a wide variety of complex, specialty and/or high value water/wastewater/reclaimed water plants and/or wells/hydrogeology projects. Manages complex engineering projects from inception to completion. Responsible for providing technical expertise, leadership, and guidance to a team of Engineers, ensuring the successful delivery of projects are within budget and on schedule. The work involves extensive coordination with Department/Division heads, Operations and Maintenance, consultants, regulatory agencies, contractors, and other governmental entities. Employee will act as the owner’s representative for all activities related to the Capital Improvements Program, including design, permitting, bidding, and construction assistance and traditional project management activities (i.e., budget and schedule monitoring, coordination, program and plan review, contract monitoring, contract change negotiations, site observations/review, and project close-out). Work requires significant independent judgment and decision-making which directly affects all aspects of design and construction projects as well as related funding. Review of work is based on the accomplishment of projects with an emphasis on the quality of technical submissions, adherence to deadlines, and team effectiveness.
QUALIFICATIONS:
Licensed as a Professional Engineer (P.E.) in the State of Florida OR Bachelor’s Degree in Civil/Environmental/Mechanical Engineering or Water/Utility Systems Engineering field; minimum of eight (8) years of experience in professional civil engineering in consulting, local government or regulatory agencies related to the design, permitting and/or construction of water and wastewater utility systems that includes two (2) years of experience in the supervisory aspects of the work.
Necessary Special Requirement: Licensed as a Professional Engineer (P.E.) in the State of Florida or licensed as a P.E. in another state and must obtain State of Florida P.E. licensure within 11 months of hire.
PREFERENCE FOR EXPERIENCE IN/WITH: Ten (10) years of project management experience in water/wastewater/reuse public utility system engineering; Project Management Professional (PMP) Certification; Master's Degree in Engineering or related field and three (3) years of supervisory experience.
