Chesterfield County’s Utilities Department is seeking a Plant Manager to plan, direct and coordinate the operations and maintenance of two county wastewater treatment plants, a wastewater laboratory, a wastewater pumping station, and sludge handling and disposal programs to ensure and maintain compliance with federal and state NPDES effluent permit requirements. Develop public relations and informational programs; resolve customer complaints; establish, implement and support training programs to achieve operator certification; develop annual operating budget; advise and assist in the development, design and installation of physical facilities; develop and maintain Environmental Management Systems (EMS); conduct plant tours. Perform other work as required.
Successful candidate will possess a bachelor's degree in chemistry, biology, or engineering; three to five years of experience in wastewater treatment operations and three years of supervisory experience; or equivalent combination of training and experience. Prefer a master's degree and/or PE certification. Considerable knowledge of federal effluent permit requirements (NPDES); of supervisory principles and practices; of the principle practices of wastewater treatment; planning laboratory testing strategies; of the latest advances in wastewater treatment.
Current valid driver's license and good driving record required. Based on the Virginia DMV point system, record must not reflect a total of six or more demerit points within the twenty-four months preceding the anticipated hire date, or one major violation of six demerit points within the preceding thirty-six months. Out of state driving records must be obtained by the applicant and presented at time of interview. Record must reflect at least three years of history and be dated within 30 days of interview date. This position is considered Safety Sensitive and is subject to random drug and alcohol testing. Pre-employment drug testing, FBI criminal background check and education/degree verification required.
