Job Description
Under supervision, to monitor and control water pump stations, water storage facilities, water distribution system, sewer lift stations, and wastewater collection system; to perform semi-skilled mechanical maintenance; to operate computer based control system; to complete daily and monthly reports, written and computer generated.
Essential Duties
Inspects, maintains, and repairs failures in the water distribution system, and wastewater collection system;
Makes and/or inspects water taps;
Performs line locates of water and wastewater mains and apparatuses under the rules of the Texas One Call Law for contractors, citizens and city departments;
Interprets maps and drawings;
Performs physical inspection; monitors, through computerized systems, the pump stations and chlorination systems, lift stations, and water storage facilities;
Prepares daily and monthly operational reports, written and/or computer generated using Microsoft Software or SCADA system;
Performs or assists in performing chlorinator, pump and motor maintenance and repair;
Maintains facilities including cleaning, painting, and grounds maintenance;
Performs meter installation and repair, disassembling, cleaning, repairing, replacing, and testing of defective or worn water meters including residential, commercial, and fire hydrant meters;
Collects chlorine residual samples; Inspects physical security safeguards;
Serves on stand-by shifts and may be required to work overtime;
Adheres to assigned work schedule as outlined in the Department and City attendance policies and procedures; ensures all behaviors comply with the City's Personnel Rules and Regulations; possesses and maintains a valid driver's license, if required, and complies with City of Killeen driving policy accordingly;
Performs other duties as assigned.
Required Minimum Qualifications
Education and Experience:
- Six (6) months of experience in any related trade, preferred.
- Graduation from high school or equivalent, preferred.
Knowledge, Skills And Abilities
- Ability to communicate effectively verbally and in writing;
- Ability to understand and carry out written and oral instructions;
- Ability to establish effective working relationships with other employees, supervisors and the public;
- Ability to work safely;
- Ability to operate computer-based equipment;
- Ability to operate, inspect, and maintain various hand, power, and hydraulic tools and equipment;
- Ability to identify tasks that require a certified operator and seek guidance appropriately;
- Ability to perform heavy manual tasks under varying weather conditions;
- Ability to drive and operate a variety of equipment under varying conditions;
- Ability to maintain regular and punctual attendance.
Special Requirements
- Must have a valid Texas Driver’s by date of hire.
- Class I Wastewater or Class D Water License within one year of hire;
- Class I Wastewater and Class D Water License within two years of hire;
- Texas Class B CDL with Tanker Endorsement driver’s license within 6 months of hire;
- Haz-Mat Endorsement to Texas Driver’s License preferred.
- Ability to complete TCEQ Utility Safety Course with certificate within 60 days of hire;
- Ability to complete FEMA courses with certificates within 6 months of date of hire.

TOOLS AND EQUIPMENT USED
Various motorized vehicles and equipment including, pickup truck (w/trailer), utility truck, forklift, skid- steer loaders, and mowers.
Various power tools, tamper/compactors, lawn maintenance equipment/tools, cut-off saws, chain saws, jackhammers and tapping machines.
Various common hand tools, shovels, wrenches, safety equipment such as gas detectors, personal retrieval system, blower, chlorine residual test kits, air packs (SCBA), trench shoring and trench boxes, back support belts, two-way radio, telephone and any other tool or equipment inherent to the job.
Computer and duplicating equipment.

The noise level in the work environment is usually loud.
