Commonwealth Engineers, Inc. is seeking an accomplished water/wastewater process engineer to provide technical leadership for municipal drinking water and wastewater treatment projects and operational problem-solving. This role is intended for an engineer who understands why treatment processes are designed, but why they work, how biological and chemical systems respond to changing conditions, and how hydraulics and process controls affect plant performance.
The successful candidate will combine strong process fundamentals with practical plant experience, sound engineering judgment, and an understanding of regulatory requirements and their application to treatment facility design and operation. This individual will serve as a trusted technical resource to clients, plant operators, and project teams in evaluating alternatives, solving complex treatment challenges, and developing practical, reliable, and operable facilities.
Responsibilities
- Lead process engineering for municipal drinking water and wastewater treatment projects from planning and feasibility through design, bidding, construction, startup, and optimization.
- Develop and evaluate treatment alternatives using principles of process chemistry, microbiology, hydraulics, process controls, treatment objectives, regulatory requirements, reliability, operability, and life-syscle considerations.
- Prepare and review design criteria, process calculations, process flow diagrams, hydraulic profiles, equipment sizing, process control narratives, design reports, technical specifications, opinions of probable construction cost, and contract documents.
- Assess existing facilities and identify root causes of treatment, capacity, reliability, hydraulic, operational, and compliance problems through data review, field observation, operator interviews, sampling strategies, and process testing.
- Evaluate and design hydraulic control, flow measurement, and flow-distribution systems necessary for effective treatment process performance.
- Coordinate process requirements with civil, structural, mechanical, electrical, instrumentation, and controls disciplines to produce integrated, reliable, maintainable, operable treatment facilities.
- Provide technical leadership during construction, commissioning, performance testing, and startup; review submittals, respond to RFIs, support field decisions, troubleshoot process and hydraulic issues, and assist with process optimization.
- Serve as a technical lead and, as appropriate, project manager for treatment-focused projects, including development and execution of project scope, budget, schedule, staffing, quality-control activities, and client communications.
- Provide senior-level technical reviews and quality control of process calculations, design criteria, reports, plans, specifications, and other engineering deliverables.
- Mentor engineers and technical staff in process fundamentals, calculation methods, design judgment, treatment plant operations, regulatory considerations, and quality expectations.
- Communicate complex technical issues and recommendations effectively to utility managers, plant operators, regulatory agencies, project teams, and other stakeholders.
Qualifications/Skills
- B.S. in Civil Engineering or Similar Discipline.
- Registered as a Professional Engineer (P.E.). If necessary, must be able to obtain reciprocity in Indiana or Kentucky.
- Minimum 10 years of progressively responsible municipal water/wastewater engineering, technical and management experience.
- Strong technical knowledge of drinking water and/or wastewater treatment processes.
- Working knowledge of applicable federal and state regulations, permitting requirements, and industry design standards.
- Practical experience with treatment plant operations, troubleshooting, startup, and process optimization is preferred.
- Strong technical leadership and engineering judgment, with the ability to mentor engineers and technical staff.
- Excellent written and verbal communication skills.
- Ability to manage multiple assignments, work independently and in a team environment, maintaining a high standard of quality and organization.
