Job Description:
While this position is focused primarily on overseeing all wastewater operations in New Mexico, it also provides backup coverage when necessary to the water operations. The incumbent oversees the operation, maintenance, and capital improvements for two wastewater treatment facilities and their associated collection systems. This position reports to the General Manager and has three water/wastewater operator direct reports.
ESSENTIAL FUNCTIONS:
- Supervises staff, including prioritizing and assigning work, conducting performance evaluations, overseeing training and development, and making hiring, termination, and disciplinary recommendations for wastewater operations staff
- Working with the Water Operations Supervisor, maintains Water/Wastewater Operators' schedules
- Prepares, administers, and implements capital improvement projects
- Supervises wastewater facility operations to ensure the optimization of the treatment processes, and that treated effluent meets permit requirements at all times
- Monitors and controls expenditures
- Ensures wastewater operators are properly trained to work in a safe manner and are using established processes and procedures
- Participates in the interview process when hiring new operations employees
- Provides and coordinates staff training to ensure safe and efficient performance; works with employees to correct deficiencies
- Supervises plant operations; ensures proper adjustment of plant processes; coordinates sampling operations to ensure proper balance of treatment steps to meet effluent requirements
- Supports the corporate Wastewater Compliance Program by attending meetings, providing input, and coordinating regulatory activities with the compliance team.
- Researches and prepares a variety of reports; maintains files and records on plant operations, including those for land application, haul-off of sludge, and permit compliance
- Responds effectively to public inquiries and emergency situations at the wastewater treatment facilities, lift stations, and collection system
- Corresponds with the United States Environmental Protection Agency and New Mexico Environment Department
- Addresses customer complaints and sewer blockages
- Orders all wastewater treatment chemicals and ensures they are being safely handled and properly stored
- Works at wastewater facilities and collection systems as needed
- Manages and maintains equipment, vehicles, and facilities to ensure operability, reliability, and a maximum service life
- Fills in for Water Operations Supervisor when needed
- Works with staff and consultants for discharge, groundwater, and NPDES permit renewals
- Assists in training new wastewater operators
- Meets with regulatory personnel for inspections
- Issues purchase orders, tracks expenditures, and verifies delivery of ordered equipment and products
- Reviews and approves daily invoices and reports, and weekly and monthly reports
- Assists in repairing leaks and locating facilities
- Participates in the on-call rotation as required
- Participates in and supports the Company's Continuous Improvement program
- Performs work safely by adhering to NMWSC Safety programs and policies as well as reporting hazards and unsafe conditions.
- Perform other duties as assigned in order to fulfill business operations
MINIMUM QUALIFICATIONS:
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:
- High school diploma or GED, supplemented by specialized or college level courses in wastewater treatment facility and collection system operation and maintenance, and laboratory methods
- 5 years' experience as a wastewater treatment plant operator, with experience in a supervisory capacity desired
- One year experience in water distribution system desired
- Proficiency in the use of Microsoft Word, Excel, PowerPoint, and SCADA applications
- Valid, unrestricted, New Mexico Driver License
- New Mexico Wastewater Systems Level 2 certification
- Must obtain New Mexico Wastewater Systems Level 3 certification no later than the first available testing opportunity following the second anniversary of the hire date
- New Mexico Water Supply System Level 2
- Must obtain New Mexico Water Supply Level 3 certification no later than the first available testing opportunity following the second anniversary of the hire date
- Reside within 60 minutes of the Rio Communities office
Salary Range: $68,200 - $122,900
