As a Wastewater Maintenance Worker, you'll operate equipment, respond to emergencies, and support our mission to provide safe, reliable services. This role offers advancement opportunities based on experience, certifications, and proficiency. You'll be integral to maintaining and operating the City's wastewater and stormwater systems, performing tasks from basic maintenance to skilled construction, including inspection, repair, and installation.
The general working hours are 7:00 a.m. to 3:30 p.m. Monday through Friday.
The hourly rate ranges are: (Placement at hire based on qualifications).

Salary Information: Effective January 1, 2025, this position will receive a cost-of-living adjustment (salary increase) of two percent (2.0%).

Essential Functions/Duties & Responsibilities

- Assists with inspections, maintenance, and/or repairs of the wastewater collection and storm water drainage systems at frequent intervals to ensure that all aspects of the system are functioning properly.
- Maintains a variety of records relating to inspections, maintenance activity, etc.
- Determines the locations of gas, telephone, power, television, water, and sewer lines from the appropriate sources prior to excavation.
- Assists with responding to complaints regarding plugged sewers, flooding, sinkholes, and odors; evaluates situation; explains findings to lead worker or supervisor.
- May assist in responding to after-hour emergencies.
- Contacts residents and business owners in area where services will be interrupted and explains when services will be shut off, how soon it will be turned back on, or when repairs will be completed.
- Drives trucks of various sizes and weights in the loading, hauling, and unloading of various equipment, materials, gravel, and sand.
- Operates Cleaner Truck, which includes flushing lines, sucking debris out of lines and catch basins, and performing vacuum excavations.
- Assists with the operation of TV Van, which includes both operation and maintenance of camera and performing the TV reports.
- Performs routine inspection and preventive maintenance on assigned equipment and tools and refers defects or needed repairs to supervisor; cleans equipment.
- Operates construction vehicles and equipment and power equipment, such as Jetter/inductor truck, backhoe/loader.
- Performs all duties in conformance to appropriate safety and security standards.
- Performs required labor involved in construction and maintenance projects as part of a crew, including pavement cutting, ditch digging, manhole and line cleaning, pipe repair and laying, backfilling, and surface restoration.
- Services sewer lift stations, other pumps, air release valves, and other valves/appurtenances.
- Maintains professional networks and attend training sessions and conferences as necessary to advance skills and keep abreast of issues and practices in all areas of responsibility.
- May be assigned to work on other public works crews.

Position Job Tasks and Responsibilities:

Wastewater Maintenance II
Includes all the aforementioned duties as well as the following additional duties:
- Must work a rotating weekly on-call shift for emergency call-back.
- Perform skilled activities while working alone or with another operator.
- Conduct lift/pump station inspections and maintenance, schedules, plans, constructs, inspects, troubleshoots motors, valves, pumps, and equipment, orders parts, and repairs wastewater and stormwater maintenance related assets and projects.
- Skilled in wastewater collection tasks such as sewer line jetting, root foaming operations, utility line locates, TV inspections, flow monitoring and data collection.
- Provides GIS corrections and updates to maps.
- Skilled in excavating, trenching/shoring, safe digging, and confined spaces.
- Assists in the training of lower-level employees to increase their skills in the maintenance, construction, and repair of water, sewer, street, and storm draining facilities.
Wastewater Maintenance III
Includes all the aforementioned duties as well as the following additional duties:
- Eligible to be assigned acting-in-capacity duties of the Lead Wastewater Collections Operator.
- Uses GIS/Arc Map and OMS to navigate, identify, track, and report on maintenance of City assets.
- Communicate & troubleshoot CMMS and Granite programming needs with Facilities Automation or Electrical work group.
- Highly skilled and proficient in wastewater collections and stormwater activities such as Jetter truck operation and root foaming with applicator license.
- Completed Vactor mechanical course and CCTV operations advance training with National Association of Sewer Service Companies (NASSCO) certification.
- Proficient at Cues lock repair system, Spider manhole scanner, SL-Rat, operating push-cam, lateral launch, download and service flow monitoring equipment.
- May be assigned to plan upcoming maintenance/tasks, meet with contractors to coordinate work.
- May be assigned more technical tasks. For example: asked to provide feedback to upcoming capital installations/replacement or new constructions (plan review) or assist consultants with surveys, inspections, or other assessments.
- Lead the training of co-workers and “train the trainer”, as assigned.
Supervision/Lead Work Exercised
This is a non-supervisory position. Lead work/coordination of work of others is not a typical function assigned to this position. Incumbents in this position may provide training and orientation to newly assigned personnel.
Qualifications & Requirements
Education and Experience:
Water Maintenance I
A high school diploma or its equivalent and 0-2 years of experience relating to construction, maintenance, or repair of sanitary sewers or storm water systems; or an equivalent combination of education, training and experience that provides the required knowledge, skills, and abilities.
Water Maintenance II
A high school diploma or its equivalent and a minimum of three years of experience relating to construction, maintenance, or repair of sanitary sewers or storm water systems; or an equivalent combination of education, training and experience that provides the required knowledge, skills, and abilities.
Water Maintenance III
A high school diploma or its equivalent and a minimum of five years of experience relating to construction, maintenance, or repair of sanitary sewers or storm water systems; or an equivalent combination of education, training and experience that provides the required knowledge, skills, and abilities.
Special Requirements:
Wastewater Maintenance I
- Possession of or ability to obtain a valid Oregon Class A commercial driver’s license (CDL) with air brake and tanker endorsement and a driving record that meets City standards within one year of job placement.
- Possession of or ability to obtain a valid Oregon Wastewater Collection Level I certification within two years of job placement.
Wastewater Maintenance II
- Possession of a valid Oregon Class A commercial driver’s license (CDL) with air brake and tanker endorsement and a driving record that meets City standards at time of job placement.
- Possession of an Oregon Wastewater Collection Level II certification at the time of job placement.
Wastewater Maintenance III
- Possession of a valid Oregon Class A commercial driver’s license (CDL) with air brake and tanker endorsement and a driving record that meets City standards at time of job placement.
- Possession of an Oregon Wastewater Collection Level III certification at the time of job placement.
- Possession of National Association of Sewer Service Companies (NASSCO), Pipeline Assessment Certification Program (PACP), and Manhole Assessment Certification Program (MACP) certifications at the time of job placement.
For all levels within this series
- Possession of OSHA Competent Person Training certificate, confined space entry certificate, flaggers certification, and lift truck permit are required within one year of job placement.
- The individual shall not pose a direct threat to the health or safety of themselves or others.
- In accordance with Human Resources substance abuse policies, incumbents in this position are subject to the City's Drug & Alcohol testing program.
Knowledge, Skills, and Abilities:
Knowledge of: equipment, facilities, materials, methods, and procedures used in municipal wastewater collections and stormwater maintenance, and repairs of activities.
Skill in: the operation of listed tools and equipment.
Ability to: perform heavy manual tasks for extended periods of time; work safely; to operate and repair small/light equipment, such as power tools; communicate effectively, verbally and in writing; understand and carry out written and oral instructions; establish and maintain effective working relationships with employees, other departments, and the public; operate computers for data entry.
Work Environment:
The work environment is regularly outdoors in outside weather conditions. The employee frequently works near moving mechanical parts and is frequently exposed to wet and/or humid conditions and vibration. The employee frequently works in utility excavations and occasionally enters confined spaces. The noise level in the work environment is usually moderately loud. May be required to be on-call and work weekends, holidays, and evenings.

The work is heavy work which lifting up to 145 pounds occasionally, carrying up to 77 pounds occasionally, and pushing and pulling up to 290 pounds occasionally. Additionally, the following physical abilities are required:
- Balancing: sufficient to maintain body equilibrium to prevent falling while walking, standing or crouching on narrow, slippery, or erratically moving surfaces. The amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.
