The Camrosa Water District in Camarillo, CA, has 29 employees and is classified as a D4 and T3 system. The potable, non-potable, and recycled distribution system includes over 11,000 customer connections, 130 miles of pipeline, 13 reservoirs, 10 wells, 6 pumping stations, 13 turnouts, and the Round Mountain Water Treatment Plant, a 1-MGD drinking water RO plant. Our sanitary service includes 40 miles of collection lines, 6 lift stations, 4 siphon structures, 1,350 manholes, and the Camrosa Water Reclamation Facility a Grade 4, 2.25-MGD plant.
GENERAL
Camrosa is seeking System Operators I/II to join our agile, versatile, dedicated team of water and wastewater operators serving the eastern Camarillo and Santa Rosa Valley communities. This position operates and maintains Camrosa’s sanitary collection system, sewer lift stations, the industrial waste program, the fats, oils and grease (FOG) program, and Camrosa Water Reclamation Facility (CWRF). System Operators have areas of expertise and focus but work on a wide variety of projects across all aspects of the District’s physical infrastructure, including potable, non-potable, wastewater, and recycled water. No two days are the same at Camrosa, and we encourage dual certification, require independence, and reward initiative.
GENERAL JOB DUTIES
- Under immediate to general supervision, perform a variety of duties in the wastewater collection and reclamation operations. This includes installations, monitoring, maintenance and repairs to the collection system, lift stations and the CWRF and related equipment and facilities, as well as water production, treatment and distribution systems and the delivery of safe, high-quality and reliable water to customers.
- Monitor supervisory control and data acquisition (SCADA) systems and make necessary adjustments.
- Respond promptly to after-hours emergencies and assist colleagues in emergency situations.
- Participate in rotating on-call duty throughout the District as scheduled.
- Communicate relevant information to coworkers, ensuring that tasks are followed through to completion.
- Other duties as assigned.
EXAMPLES OF TYPICAL WASTEWATER OPERATOR JOB FUNCTIONS
System Operator I: Initially under close supervision, incumbents learn to and perform a variety of duties in the operation, construction, installation, service, maintenance, and repair of water distribution, water treatment, and wastewater treatment systems. As experience is gained, assignments become more varied, complex, and difficult, and operators work with increasing independence.
System Operator II: Distinguished from System Operator I by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level require only occasional instruction as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.
- Operate and perform preventive and corrective maintenance on the collection system, lift stations, manholes, and treatment facilities, including all mechanical, electrical, and electronic control equipment.
- Coordinate, monitor, inspect, repair, and maintain the sewer collection system, including manholes, lift stations and piping.
- Inspect, operate, verify, troubleshoot, calibrate, maintain, and repair wastewater treatment equipment including the Camrosa Water Reclamation Facility, process analyzers, chemical pumps, booster pumps, reservoirs, pressure regulators, automated valves, production systems, motors, and related facilities and equipment.
- Monitor supervisory control and data acquisition (SCADA) systems, including analyzing trends, reading and responding to alarms, texts, emails, and other system notifications.
- Perform routine chemical tests; determine and control proper chemical dosage rates for effluent disinfection, treatment process control, and distribution system chlorine residual.
- Operate and adjust plant pumps, motors, dosing pumps, and other equipment to maintain and enhance the efficiency of plant operations; make flow and chemical feed changes as necessary manually or by using a supervisory control and data acquisition (SCADA) system.
- Investigate water quality problems in the non-potable and recycled distribution systems.
- Enter, store, and retrieve data, records, and other information using word processing and spreadsheet software applications. Prepare reports and maintain records of system operation and maintenance.
- Mix and add chemical treatments; ensure adequate chemical application according to regulations and guidelines; load and unload materials and supplies; assist in the storage and transfer of chlorine and other hazardous chemicals.
- Read and interpret schematics, drawings, diagrams, blueprints, and related technical documentation.
- Communicate with various contractors; inspect contractors’ work to ensure that it is performed according to District standards.
- Use a variety of vehicles, tools, and equipment including trucks, forklifts, backhoes, skip loaders, front-end loaders, tillers, dump trucks, vacuum trailers, cranes, air compressors, welders, hand tools, power tools, pneumatic tools, grinders, drills, meters, analyzers, booster pumps, fabrication, installation, and routine maintenance of plant grounds, facilities, and control systems.
- Present a professional image at all times and ensure that all deadlines are met; continue professional development through attainment of additional certifications, training, and education.
- Observe and comply with District and mandated safety rules, regulations, and protocols; repair safety hazards as they are discovered and/or assigned.

QUALIFICATIONS
Placement within classification and pay scale dependent on experience.
System Operator I ($26.44 – $52.88 per hour): Possession and maintenance of a valid: Class C California Driver’s License; Grade I Wastewater Treatment Plant Operator Certification, and Grade D1 Water Distribution or Grade T1 Water Treatment Operator Certificates.
System Operator II ($28.85 – $57.69): Three (3) years of experience in the operation and maintenance of a water reclamation or wastewater treatment plant. Possession and maintenance of a Grade III Wastewater Treatment Plant Operator Certification. Possession and maintenance of a Grade D2 Water Distribution or Grade T2 Water Treatment Operator Certificate or the ability to obtain within twelve (12) months of employment. Possession and maintenance of a valid Class A California Driver’s License or the ability to obtain within twelve (12) months of employment.
