Summary/Objective

The Plant Operations Supervisor coordinates and participates in the daily activities of the Water/Wastewater Plant operations with staff responsible for completing the sampling, laboratory testing, reading and recording of treatment process information and general operation and may provide direct supervision of all operations staff, including Plant Operators and/or other temporary, full-time or seasonal staff in performance of these duties.

Essential Functions

Leads and performs Operations activities at the Water/Wastewater Treatment plans.

  • Inspects and monitors process equipment, take samples, and makes necessary adjustments.
  • Performs visual and routine inspections of the treatment plant buildings, equipment, and treatment process without SCADA.
  • Operates Supervisory Control & Data Acquisition (SCADA) systems
  • Obtains process control samples and performs process control laboratory tests and records data, using test results to ascertain needed changes in water/wastewater treatment processes.
  • Checks all equipment and reports all malfunctions and/or questions concerning the operation of the equipment to the appropriate supervisor, other operators or maintenance personnel.
  • Read and record process information on spreadsheets and operational logs which is provided from flow meters and the Supervisory Control and Data Acquisition computer (SCADA).
  • Provides input to the Water/Wastewater Treatment Superintendent with the daily evaluation of all treatment operations and processes.
  • Maintains current knowledge of new trends and innovations of water/wastewater treatment; attends and participates in professional group meetings; participates in professional development activities.
  • Performs all duties of a Plant Operator IV

Supervises and trains all plant operators.

  • Hires and trains staff members, as needed.
  • Provides supervision and oversight of applicable staff.
  • Coordinates schedules of applicable staff.
  • Administers City of Manhattan Policies and Procedures in a consistent manner.
  • Ensures employees supervised demonstrate productivity, competence, and high morale, as well as utilize employees’ skills and abilities.
  • Conducts performance planning and evaluations for employees in a timely manner, to include development of goals, objectives, and deadlines.
  • Resolves routine personnel issues or problems.
  • Leads and manages staff with clear and consistent communications.

Performs Additional Duties As Required.

  • Provides leadership and works with staff and Administration to ensure a high performance, customer service-oriented work environment that supports achieving the departments and the City’s mission, objectives, and values.
  • Assists Administration and consultants with the design of maintenance and capital improvement program projects.
  • Manages stress brought about by interacting with potentially irate and/or defensive customers.
  • Attends meetings and training.
  • Prepares reports.
  • Ensures compliancy with all applicable regulations, policies, and procedures in all duties.

Additional Qualifications

  • Knowledge and skillset to temporarily assume the duties and responsibilities of the Water/Wastewater Treatment Superintendent in their absence.
  • Knowledge of basic chemistry biological science as it applies to water/wastewater treatment.
  • Knowledge of occupational safety hazards and safe work practices.
  • Knowledge of the operational principles of common water/wastewater treatment plant equipment, including pumps, air compressors, blowers, mixers, motors, generators, variable frequency drives and other electrical gear.

Requirements

Required Education and Experience

  • High school diploma, GED, or equivalent.
  • Certification as Water/Wastewater Treatment Facility Operator, Class IV, issued by the Kansas Department of Health and Environment.
  • At least four (4) years of experience in water/wastewater treatment with the City of Manhattan as a Plant Operator IV; or equivalent employment as a Plant Operator in a comparable position (i.e., a Wastewater Treatment Plant); or equivalent combination of training and experience.

Preferred Education And Experience

  • Certification as a Water/Wastewater Treatment Laboratory Analyst, Class IV, issued by the Association of Boards of Certification.
  • Completion of 16-Week Course Water/Wastewater Treatment Course or other Specialized Training.
  • Safety and Emergency Training.
  • NIMS training – basic level courses.
  • Lockout/Tagout Training.
  • Hazardous Communication Training.
  • Certification as Competent Person (Trenching and Excavation Safety).
  • CPR/First Aid Training.
  • Climbing and Fall Protection Training.
  • Supervisory Training.
