Summary or Purpose
Operate and maintain the water utility system, which consists of four system types - Water
Treatment. Water Distribution, Wastewater Treatment and Wastewater Collection. Must have a
professional and courteous demeanor when interacting with customers and regulatory agency
personnel. Oversees daily truck-based water dispensing and wastewater receipt operations. Ensures
accurate metering, ticketing, and end-of-day reconciliation troubleshoots equipment and maintains
safe, reliable service.
Essential Duties And Responsibilities

Perform the functions of the Water Utility Systems Operator.
Safely operate and maintain mechanical equipment and machinery;
Coordinate loading and dispatch of water trucks and wastewater receiving. Enforce safety and spill- prevention practices.
Operate and monitor flow meters; verify driver inputs and transaction IDs; perform resets and calibration checks; log anomalies such as partial fills or unrecorded volumes.
Maintain printer function and ensure each transaction prints and is issued to the driver. File receipts by date/vehicle and report equipment faults immediately.
Match daily water and wastewater volumes between meters and receipts.
Resolve discrepancies, submit daily log of totals, and deliver reports to supervisor.
Troubleshooting & Maintenance: Diagnose and resolve issues with flow meters, printers, valves, and actuators. Initiate work orders for recurring faults and track until closure.
Safety & Compliance: Maintain clean, organized work areas.
Report spills, near-misses, and participate in safety meetings and drills.
Perform laboratory testing or water and wastewater samples for process control.
Prepare chemical solutions and operate chemical feed systems correctly according to the process rate of flow. Perform basic math calculations.
Make minor repairs to keep equipment operable, under the supervision of the Lead Operator.
Operate and maintain membrane filtration water treatment systems.
Operate and maintain the wastewater treatment plant.
Operate and maintain distribution and collection pipelines and appurtenances.
Operate, troubleshoot and maintain boiler and hydronic systems.
Work safely in trench excavation environments to maintain and repair pipelines.
Respond promptly and effectively to after-hours call outs and alarms.
Use of all the recommended personal protective equipment is mandatory.
Pursue obtaining the required levels of operator certification.
Work outdoors as required in very cold, Arctic conditions.
Work in close proximity to raw sewage and wastewater. Work on weekends and holidays as required.

Knowledge, Skills And Abilities
Skill in using personal computers and a variety of software applications.
Knowledge of North Slope Borough organization, operations, policies and procedures.
Knowledge and understanding of basic shop safety, Personal Protective Equipment (PPE), and
Safley Data Sheets (SOS);
Must be able to work in various inside and outside environments being subjected to weather
changes, noise vibrations, job hazards and atmospheric conditions.
Ability to understand safety rules, operating and maintenance instructions and procedure manuals.
Education, Experience, Certifications And Licenses Required
High school diploma, or G.E.D/or. A combination of 12 years of education and related work experience.
Valid State of Alaska driver's License that meets North Slope insurance criteria.
Required to obtain Incident Command System {ICS) IS I 00, JS 200, IS 700 and IS 800 within the
Probationary Period
Required to obtain CPR, AED and Basic First Aid Certification within the probationary period.
Obtain site specific ResoKurce Conservation and Recovery Act (RCRA) training in accordance with
40 C.F.R.
- 265.16 within the probationary period: Obtain Hazardous Waste and Emergency Response (HAZWOPER) current certification within the probationary period. Obtain Small Quantity Handler training in accordance with 40 C.F.R. 273.16 within the probationary period. Obtain site specific Spill Prevention, Control and Countermeasure (SPCC) training in accordance with 40 C.F.R 112.7 (f)(I)(2) and (3) within the probationary period:
