The Associate Director is responsible for the direct physical plant operations and manages the activities of the department related to planning, estimating, and scheduling of work to ensure reliable and economical operation, maintenance, and preservation of all facilities. Assists the Director in evaluating and revising policies, procedures, and standards to meet the changing needs of the university. The position has direct responsibility for Energy Management including plant efficiency and economical operations which will be accomplished through operation programs which are both administrative by observing manual operations as well as through leveraging technology with the Facilities building management systems (BMS). The position will maximize incentive and rebate programs which are broadly available from the utility companies and the State of Connecticut to implement improvements required to achieve savings. Position will also be responsible for ensuring that facilities are operated within design parameters to achieve energy efficiency, reliability and comfort quality. Plans, schedules and manages the University’s Energy & Sustainability Management programs including operation of university-wide systems and programs including overseeing service contracts as applicable.
You Will
- Manage University Physical Plant Operations, including supervising the activities of Facilities Shift Managers and 24/7 services. This includes but is not limited to efficient physical plant operations, off-hour response to service requests from routine though emergency. Defines work priorities and directs team within this unit. Maintains comprehensive knowledge of University and Departmental policies and procedures.
- Maintain records of all energy and water consumption, specify additional meters required to provide additional monitoring capability, develop indices for specific energy consumption.
- Review building data and make recommendations for systems optimizations, energy conservation measures and prepare implementation.
- Direct oversight of the University’s Building Management System (BMS). Responsible for programs and operating schemes as they relate to energy conservation.
- Ensure conformity with construction and life safety codes, University standards, departmental policies and procedures, and engineering practice. Ensure protection of University's policies and financial interests through value engineering, cost and schedule control. Implement and monitor energy projects.
- Interact with internal contacts such as directors, managers and staff from administrative departments to provide information on project status; to direct and resolve problems; and to discuss codes and safety procedures.
- Interact with external contacts such as contractors; engineers; facilities managers to consult on current and future design and engineering projects; and to discuss products and systems.
- Prepare and maintain monthly reports to management summarizing energy consumption.
- Oversee the operation of the campus facilities physical plant including but not limited to boilers, air conditioning, utility systems, and controls. Ensure that facilities are operated within design parameters to ensure energy efficiency, reliability and comfort quality for all building users and occupants.
- Manage and coordinate all phases of university energy conservation projects. In conjunction with project management team, define the project scope and budget, manage the involvement of other University operating units, and coordinate the work outside engineering design professionals or in-house staff.
- Manage workload within area of responsibility and provide direction regarding work to be performed by outside contractors. Directs, manages and negotiates outside contractors for maintenance and alteration work. Facilitates the development of plans and programs for the successful, economical and timely completion of facility maintenance including but not limited to preventative, corrective and reactive maintenance as assigned by the Director, Facilities Operations.
- Develop and manage campus sustainability programs including but not limited to greenhouse gas reduction, alternative transportation, recycling/repurposing programs, water management, etc. May participate in outreach and engagements programs with students, staff and faculty from time to time.
- The Associate Director, Facilities Operations, Energy & Sustainability position will be tasked with saving energy dollars through measure to operate energy system efficiently and economically.
- Position establishes programs, planning and budget estimating for Plant Operations and contracted maintenance activities. Responsible for the planning, estimating, and scheduling of contracted mechanical, electrical, plumbing and life safety project work to ensure effective and economical preservation of university facilities.
- Develop and communicate work priorities, oversee the administration of training programs and staffing requirements.
You Need
- Bachelor’s degree required, engineering degree preferred. In lieu of engineering degree, an equivalent combination of work experience and education will be considered. Advanced degree, professional certification, PE, CEM, LEED preferred.
- Minimum of eight years’ direct supervisory experience in the field of facilities operations and maintenance management required
- Must have strong technical and trade skills in the areas of mechanical, electrical, and plumbing with a working knowledge of structural and civil trades sufficient to troubleshoot, operate, and maintain facilities physical plant.
- Working experience in workplace safety and regulatory environmental compliance. Experience working in and administration of such programs as they apply to facilities physical planning operations.
- Comprehensive knowledge of building trades and working knowledge of building codes and regulations and construction standards.
- Proficient in the use of current management information systems including Microsoft Project, AutoCAD, Word, Excel, Work Order Management System and others as required.
- Exceptional verbal, written, organizational, analytical, managerial, planning, supervisory, and follow through skills. Must have the ability to communicate effectively with all organizational levels.
- Previous experience working in a union environment and managing the terms and conditions of a collective bargaining agreement required.
- Thorough knowledge of engineering, sustainability and energy management theory, practices and principles.
- Proven capability in development of facilities programs, policies and procedures as well as implementation of the same. Assisting in the development of staff assignments and work routines is also a function of this position. Working knowledge of programs in sustainability in areas of green cleaning, grounds keeping and waste management.
