Position Overview/Duties
This is a Direct Hire Authority (DHA) solicitation using the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.
Position will be filled at the GS-07, GS-09 or GS-011 grade level.
This is a full-time permanent developmental position. Selectee will be required to complete 52 weeks before being promoted to the next higher grade level. This position has promotion potential to the higher-grade GS-11 when requirements have been completed and when recommended by management.
Serves as a Regulatory Project Manager in the Corps of Engineers New England District Regulatory Division. Incumbent will utilize a professional knowledge of natural, physical, and social sciences theories, practices, and methodologies, as they relate to the natural and human environment. Evaluate Department of the Army (DA) permit application and compliance cases for
activities in waters of the United States and/or navigable waters of the United States
within the regulatory authority. Serve as a District representative on groups and task forces with missions of interest to the District and/or the regulatory program, and to complete assignments related to special regulatory initiatives. May be required to advise lower grade employees on the procedural aspects of the regulatory program, resolve differences among views and positions of other Federal and state agencies and private interests for finalizing certain regulatory actions. Typical assignments will involve permit actions which are environmentally sensitive and will require collection and consolidation of data (from desktop or field) and information obtained from other technical specialists (as needed).
Minimum Education Requirement
All Professional Engineering Positions, 08XX
- Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

- Combination of education and experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure: Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
- Written Test: Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
- Specified academic courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
- Related curriculum: Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor’s degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
General Physical Science Series, 1301
- Degree: Bachelor’s degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
or
- Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
Geology Series 1350
- Degree: Bachelor’s degree (or higher degree) ingeology, plus 20 additional semester hours in any combination of mathematics, physics, chemistry, biological science, structural, chemical, civil, mining or petroleum engineering, computer science, planetary geology, comparative planetology, geophysics, meteorology, hydrology, oceanography, physical geography, marine geology, and cartography.

- Combination of education and experience -- course work as shown in A above, plus appropriate experience or additional education.
Evaluation of Experience: Acceptable experience may have been gained through geological field or laboratory work that provided a means of obtaining professional knowledge of the theory and application of the principles of geology and closely related sciences, e.g., geophysics, geochemistry, or hydrology. Such work generally must have involved making close observations, taking samples, handling various types of instruments and equipment, assembling geologic data from source materials, and analyzing and reporting findings orally and in writing. Experience that involved only one phase of geology work, e.g., collecting samples, would not be acceptable as providing the required professional knowledge of the theory and principles of geology. In some situations, professional scientific experience in other fields may be accepted in part as professional geological experience. Such experience
must have been preceded by appropriate education in geology or by professional geological experience, and must have contributed directly and significantly to the applicant's professional geological competence. To receive credit for geological experience obtained in positions that are not full-time professional geological positions, the applicant is responsible for indicating clearly the actual time or percentage of time devoted to geologic duties within such positions, and for giving adequate descriptions of the geologic functions.
General Natural Resources Management and Biological Sciences Series 0401
- Degree: Bachelor’s degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

- Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
Ecology Series 0408
Degree: Bachelor’s degree (or higher degree) in biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences.
Botany Series 0430
- Degree: Bachelor’s degree (or higher degree) in botany; or basic plant science that included at least 24 semester hours in botany.
or
- Combination of education and experience: courses equivalent to a major in botany or basic plant science that included at least 24 semester hours in botany, as shown in A above, plus appropriate experience or additional education.
Evaluation of Education: Courses in basic botany, plant anatomy or morphology, cytology, histology, genetics, taxonomy or systematics, algology, mycology, ethnobotany, and those dealing with specific problems of a botanical nature or with specific groups of plants are qualifying.
Soil Science Series 0470
- Degree: Bachelor’s degree (or higher degree) in soil science or a closely related discipline that included 30 semester hours or equivalent in biological, physical, or earth science, with a minimum of 15 semester hours in such subjects as soil genesis, pedology, soil chemistry, soil physics, and soil fertility.

- Combination of education and experience: courses equivalent to a major in soil science or a related discipline that included at least 30 semester hours in the biological, physical, or earth sciences. At least 15 of these semester hours must have been in the areas specified in A above, plus appropriate experience or additional education.
Wildlife Biology Series 0486
- Degree: Bachelor’s degree (or higher degree) in biological science that included:
- At least 9 semester hours in such wildlife subjects as mammalogy, ornithology, animal ecology, wildlife management, or research courses in the field of wildlife biology; and
- At least 12 semester hours in zoology in such subjects as general zoology, invertebrate zoology, vertebrate zoology, comparative anatomy, physiology, genetics, ecology, cellular biology, parasitology, entomology, or research courses in such subjects (Excess courses in wildlife biology may be used to meet the zoology requirements where appropriate.); and
- At least 9 semester hours in botany or the related plant sciences.

- Combination of education and experience: equivalent to a major in biological science (i.e., at least 30 semester hours), with at least 9 semester hours in wildlife subjects, 12 semester hours in zoology, and 9 semester hours in botany or related plant science, as shown in A above, plus appropriate experience or additional education.

Minimum Experience Requirement
Specialized Experience GS-07: At least 1 year of specialized experience equivalent to the GS-05 level in Federal Service which includes experience applying basic knowledge of
environmental principles, laws, and regulations in order to assist with processing and evaluation of permit applications; assisting in drafting and preparing documentation and correspondence; utilizing GIS (Don’t use Acronym) and other tools to collect and synthesize environmental information.
Specialized Experience GS-09: At least one year of specialized experience equivalent to the GS-07 level in Federal Service which includes experience evaluating and processing of
permit applications associated with environmental laws and regulations; knowledge and experience in the identification and delineation of wetlands and other aquatic resources; or assisting in evaluating compliance with Federal environmental laws and regulations such as the Clean Water Act and Rivers and Harbors Act of 1899 or State equivalent laws and regulations.
Specialized Experience GS-011: At least one year of specialized experience equivalent to the GS-09 level in Federal Service which includes experience processing and evaluating
routine non-controversial permit applications pursuant to Section 404 of the Clean Water Act and Section 10 of the Rivers and Harbors Act of 1899 or similar permit processes involving wetlands or other aquatic resources; conducting routine environmental impact assessments and documenting findings; evaluating compliance with other state and federal laws such as the Endangered Species Act, National Historic Preservation Act, and the National Environmental Policy Act or State equivalent laws and regulations; monitoring compliance with permit terms and conditions.
