We are seeking a qualified Environmental Specialist to support environmental review, compliance, and documentation activities for federally funded infrastructure and disaster recovery programs in Puerto Rico. This role will assist in ensuring project compliance with NEPA, 24 CFR Part 58, and other applicable federal and local environmental regulations.The Environmental Specialist will collaborate with project teams, government agencies, and technical consultants to support environmental evaluations, regulatory documentation, and compliance monitoring for construction and infrastructure projects.Key Responsibilities
- Maintain current knowledge of federal and Puerto Rico environmental laws, regulations, and policies related to federally funded programs.
- Conduct preliminary environmental eligibility evaluations for infrastructure and mitigation projects.
- Prepare Environmental Review Records (ERRs) and supporting documentation in accordance with NEPA, 24 CFR Part 58, and related environmental regulations.
- Support the development of environmental analyses, impact assessments, and mitigation recommendations.
- Coordinate environmental review documentation including project descriptions, maps, photographs, technical studies, consultations, and public notices.
- Assist with State Historic Preservation Office (SHPO) consultation packages and Section 106 compliance activities.
- Support Requests for Release of Funds (RROF) processes and related regulatory documentation.
- Track and monitor environmental mitigation measures for construction projects.
- Support environmental compliance monitoring during project implementation.
- Coordinate with internal teams, subrecipients, consultants, and government agencies to collect environmental documentation.
Minimum Qualifications
- Bachelor's degree in environmental science, Biology, Archaeology, Geology, Environmental Planning, or a related field.
- Three (3) years of experience supporting environmental compliance or environmental review for federally funded construction or infrastructure programs.
- Demonstrated experience preparing or supporting Categorical Exclusions - Exempt , Categorically Excluded Not Subject to (CENST), Categorically Excluded Subject to (CEST), Environmental Assessment (EA), Environmental Impact Statement (EIS).
- Strong understanding of NEPA processes and environmental regulatory compliance.
- Knowledge of the Universal Environmental Review Module.
- Excellent writing and communication skills with the ability to translate technical information for non-technical audiences.
- Bilingual (English and Spanish) verbal and written communication skills required.
Preferred Qualifications
- Experience supporting CDBG-DR, CDBG-MIT, FEMA, HUD, or other federally funded infrastructure programs.
- Familiarity with 24 CFR Part 58 environmental review processes.
- Experience supporting historic preservation and Section 106 consultations.
- Experience working on infrastructure, mitigation, or disaster recovery programs.
