Description
Plans, directs, coordinates, and participates in the County's water or wastewater operations training and safety education program; develops and establishes training curriculums; instructs personnel assigned to field operating divisions; provides administrative and technical assistance; and performs other related duties as required.

This class is distinguished by its responsibility for planning, directing, coordinating and participating in the water or wastewater operations training and safety education program.

- Plans, directs, coordinates, and participates in the County's water or wastewater operations training and safety education program.
- Develops and establishes a curriculum for water or wastewater treatment plant operations and safety education.
- Instructs all personnel assigned to the various operating divisions.
- Conducts task analyses to identify operations and maintenance training needs. Reviews employee performance with supervisors, analyzes and determines possible training programs necessary for performance improvements.
- Coordinates technical training programs utilizing out-side resources as necessary.
- Keeps abreast of national trends and development and amends and implements such modifications to training programs.
- Secures classrooms, training aids, materials for the courses of instruction; recommends the acquisition of equipment and other devices for instructional purposes.
- Develops training budget.
- Provides administrative and technical assistance.
Minimum Qualification Requirements
Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a bachelor's degree in public administration, business administration, education or a related field and for:
Wastewater Operations Training Officer: three (3) years of experience involving wastewater treatment plant operations, which shall have included demonstrable experience as an instructor, training officer, or teacher in a structured training or educational setting.
License Requirement: Possession of a valid motor vehicle operator's license (Type 3).
Knowledge of: water or wastewater treatment principles and techniques as applicable; principles of educational psychology including the rules of learning; principles of motivation and group dynamics; methods of group instruction including the incident method, the case method and conference method; the nature and use of visual auditory aid; the nature and use of computer aided training methods; objective and in-service training of governmental employees.
Ability to: plan and develop a comprehensive training program for water or wastewater treatment operations as applicable; plan and conduct training classes; seminars and conferences; formulate ideas and express them clearly orally and in writing; interpret laws, rules, and regulations.

The above examination is being given on an open-competitive basis to establish an eligible list which shall be effective for not more than one year unless extended by the Director of Personnel Services.
