JOB DEFINITION: Under close supervision, performs a variety of duties associated with providing construction maintenance, installation, service and repair to the City's water system.
Classification Range
Water Services Worker I - Annual Salary Range: $60,557.12 to $81,926.42
Water Services Worker II - Annual Salary Range: $61,777.42 to $83,577.28
Water Services Worker III - Annual Salary Range: $73,783.01 to $99,819.20

Representative Duties
- Provides construction maintenance, installation, service and repair to the City's water system.
- Locates water lines and valves by use of maps and specialized equipment.
- Operates heavy equipment in the maintenance, installation, service and repair of water distribution, production and treatment facilities.
- Maintains and cleans water system facilities, shop and equipment.
- Installs, tests and perform maintenance on water flow meters and vaults, flushes and cleans water lines and reservoirs.
- Replaces and repairs concrete and asphalt after service of water system.
- Installs water lines, fire hydrants, and related infrastructure.
- Performs water sampling and testing.
- Collects water system samples from the source water and distribution system, sends samples to lab for testing and determines water quality.
- Responds to customer complaints regarding water quality.
- Monitors and makes operational changes from SCADA system.
- Performs routine maintenance and emergency repairs to existing City water wells, reservoirs control valves, chlorine injectors, pumps, meters, vents, air coolers and chlorine analyzers.
- Monitors water quality, water pressure, tank levels, pump stations and chemical levels.
- Samples new waterlines prior to system tie-ins to ensure waterlines meet health department standards and regulations.
- Conducts field tests as necessary.
- Performs other duties as assigned or required.
KNOWLEDGE and SKILLS:
- Knowledge of applicable City, County, State and Federal statutes, rules, regulations, ordinances, codes, administrative orders and other operational guidelines and directives.
- Knowledge of the City's and the Department's policies and procedures.
- Knowledge of water treatment operation methods and techniques
- Knowledge of water production, distribution, maintenance and repair practices and procedures
- Knowledge of customer service methods and techniques.
- Knowledge of the use in water system operation equipment and tools.
- Knowledge of basic safety practices.
- Skill in reading, understanding, interpreting and applying relevant city, county, state and Federal statutes, rules, regulations, ordinances, codes, administrative orders, policies and procedures and other operational guidelines and directives.
- Skill in assessing and prioritizing multiple tasks, projects and/or demands.
- Skill in working within deadlines to complete projects and assignments.
- Skill in establishing and maintaining effective working relations with co-workers, staff, vendors, contractors, visitors, the general public and others having business with the City of Banning.
Typical Qualifications
MINIMUM QUALIFICATIONS: A high school diploma or GED. Experience in general construction industry or experience installing, maintaining and/or repairing water systems is preferred.
Supplemental Information
ADDITIONAL REQUIREMENTS: Within one year of employment, must possess and maintain a California State Department of Health Services license in Water Treatment Grade T-1 or Distribution D-1 and a Class A California Commercial Driver License with Manual and Tanker endorsement.
Depending on the needs of the City, incumbents in this classification will be required to obtain and maintain additional licenses or certifications and C.E.U. May be required to work outside the traditional work schedule. May be subject to call out and/or call-back or stand-by schedule.
PHYSICAL AND ENVIRONMENTAL WORKING CONDITIONS: Ability to sit, stand, walk, kneel, crouch, stoop, squat, crawl, twist, climb, and lift up to 100 lbs.; endure exposure to heat, cold, wet, noise, outdoors, vibration, confining work space, chemicals, explosive materials, mechanical, domestic, electrical and traffic hazards; ability to distinguish color and wear protective apparel; ability to travel to different sites and locations.

RETIREMENT: New employees with recent service with CalPERS pay up to 7% of the employee rate with the 2% @ 60 Plan and 3 Year Average formula. New hires with no CalPERS service as of January 1, 2013, will pay 7% of the employee rate and will be subject to the 2% @ 62 Plan, with 3 Year Average formula and a mandatory contribution of normal costs as established by the new Pension Reform Act Law. The City also participates in Social Security.
CITY PAID BENEFITS: City employees can participate in an employer paid CalPERS mid-tier HMO Healthcare Plan. Participating employees also provides cafeteria benefit money to use for dental, vision, life, and supplemental benefits. Employees who reside within City limits shall receive $150 per month as a discount against the cost of electric and water service during the period of such residency.
DISABILITY INSURANCE: Employees pay for a short/long term disability plan with a 7-day elimination period.
HOLIDAYS/VACATION/SICK/BEREAVEMENT LEAVE: City employees receive thirteen (13) paid holidays, plus one (1) floating holiday per year. After completion of probation period: Ten (10) days annual vacation, additional vacation after five (5) years up to a maximum of twenty (20) days. Twelve (12) days of sick leave per year. Up to five (5) working days of bereavement leave for immediate family members.
AGENCY SHOP/DUES DEDUCTIONS: Employees may choose to join IBEW (International Brotherhood of Electrical Workers) and pay their service fee in an amount not to exceed the standard initiation fee, periodic dues and general assessments of IBEW.
COMPUTER LOAN PROGRAM: Interest free loan program for the purchase of a computer available, after completion of probationary period.
DIRECT DEPOSIT: The City has a mandatory policy for all employees of direct deposit of payroll checks.
