Position Summary
Performs management, administrative, and technical work in the planning, construction, operation, repair, maintenance, and replacement of Prince William Water’s water wells, tanks, pump stations, and sanitary sewer facilities and systems. Experienced workers initiate their daily assignments, follow through on matters, and use independent judgment and training to take appropriate actions to deal with standard recurring situations. Demonstrates a commitment and supports a culture of diversity, equity and inclusion.
Position Responsibilities / Essential Job Functions
- Manage staff. Assign and review work, and take actions to adjust work, staffing, and operations to meet requirements. Select and evaluate staff and take appropriate actions to improve performance when necessary. Initiates actions regarding hiring, transfer, promotion, payroll, leaves, performance, and other personnel actions.
- Manage technical support function. Plan, schedule, and implement construction, maintenance, and operation activities to provide quality water and wastewater service to Prince William Water’s customers. Oversee construction and maintenance work performed by Prince William Water’s staff to determine acceptability and conformance to standards.
- Provide technical training to employees performing the duties of maintenance, construction, and repair of water and wastewater facilities.
- Direct employees in after-hours emergency efforts in the maintenance and repair of water and wastewater systems.
- Manage budget for the Water and Wastewater Facilities staff.
- Purchase and safeguard construction equipment and materials. Provide recommendations concerning major equipment and material purchases for department operations. Supervise the control and use of, and assume responsibility for all materials, supplies, and equipment used in the maintenance construction, and repair of water and sanitary sewer facilities. Requisition supply for the department and maintain records relating to personnel, equipment, and material.
- Participate in planning, design, and construction of facilities. Assist in the design or redesign of water and sewer facilities and equipment.
- Serve on cross-functional teams, as required.
- Operate a Prince William Water vehicle.
- May be deemed essential at any time.

Essential Competencies
Essential Skills and Experience
- Knowledge of the proper operation, maintenance, repair, and calibration techniques of electronic, computerized, and pneumatic instrumentation for analog, digital, or pneumatic control; the application of SCADA systems for monitoring and control of mechanical systems; standard practices, methods, equipment, and tools used in mechanical maintenance work; standard practices, methods, equipment, and tools used in electrical maintenance work and operation and use of motorized vehicles and equipment used in construction and maintenance of water and wastewater systems while observing legal and defensive driving practices; principles and practices of supervision and training; English usage, grammar and spelling, computer equipment and software applications related to assignment.
- Ability to guide, direct, and motivate employees; organize and supervise the activities of various crews performing construction and maintenance work; work from blueprints, specifications, sketches, and oral and written instructions; operate computer equipment and software applications related to assignment; communicate effectively, orally and in and in writing; establish and maintain effective working relationships with employees, other departments and the public.
Minimum Education and Work Experience:
- High school diploma or GED.
- At least six years of progressively responsible experience in mechanical maintenance work or instrumentation control work.
- Or a combination of education and experience as described above.
Required Licenses/Certifications and Other Special Requirements:
- Must possess and maintain a valid driver’s license consistent with Prince William Water policy requirements.
- A Virginia Department of Professional and Occupational Regulation (DPOR) Class III Waterworks License upon hire or required to obtain and maintain within eighteen months of employment in this position.
Minimum Lead/Supervisory or Management Experience:
- At least two years of progressively responsible supervisory experience.
