Under general supervision, the water/wastewater foreman is responsible for the supervision of crew performing a wide variety of water/wastewater maintenance and construction tasks, responsible for directing the work of equipment operators and other employees for installing and maintaining water and sewer lines, making water taps, installing meters and meter cans, repairing water line leaks, digging ditches, loading and hauling construction materials, and a variety of miscellaneous labor assignments of a public works nature and operates heavy motorized construction equipment for the Village of Ruidoso. The regular work week is 40 hours, however this position may work a fairly irregular schedule, long hours, weekends, and holidays. Non-exempt FLSA.

- Regular attendance is an essential function of this job to ensure continuity of services.
- Assists in planning jobs including methods and materials to be used; schedules jobs and work, gives instructions, and monitors progress including overseeing the safety of the crew and the public during jobs.
- Ensures that utilities are marked, and proper traffic signs and warning devices are used at all times.
- May respond to questions from the public regarding water/wastewater questions.
- Responsible for keeping daily log in mobile 311 of activities and making sure that all work orders are complete and accurate for maintenance of assigned vehicle.
- Implements and monitors work site safety procedures and adheres to safety practices and standards, attends safety meetings and trainings.
- Performs a variety of skilled and semi-skilled construction, maintenance and repair tasks
- Inspects and ensures all equipment is in proper and safe mechanical condition which includes making sure tools and equipment are clean and taken care of.
- Operates a variety of heavy equipment including skidster, front-end loader, backhoes. Which included operating a backhoe to install and excavate water/wastewater lines. Also ensures staff and others completes equipment maintenance, inspections, and checklists for all equipment.
- Reads and interprets construction plans
- Trains and supervises the work of equipment operators and maintenance workers. Responsible for correcting performance issue and staying up to date on policy and ordinance changes that affect the department.
- Assists in the selection of staff, provides or coordinates staff training and recommends necessary disciplinary actions.
Other Responsibilities or Job Requirements
- Performs manual labor activities when necessary to complete assigned projects.
- Keeps track of time worked and materials for each project. Completes appropriate paperwork or makes required computer entries and provides any documents need by the Office Manager and copies of all receipts and documents.
- Responsible for filling out evaluation on supervised personnel and have supporting documentation and reasoning for scoring.
- Completes personal timesheet accurately and timely enters time Employee Self Service software daily/weekly and ensures time is reported based on actual time worked.
- Ensures proper purchasing procedures are followed; ensures that any on-the job injury is reported immediately and followed up with appropriate forms and actions; ensures any reports of harassment are immediately reported and appropriate actions are taken; ensures compliance with all Village of Ruidoso policies and procedures including but not limited to Procurement, IT, Personnel Manual, Safety Manual etc, and reports any suspected fraud and/or abuse to the Utility Manager, Public Works Director, or Village Manager

Physical Demands
- Ability to maintain physical condition and stamina appropriate to the performance of assigned duties and responsibilities which may include sitting, standing, or walking for extended periods of time, driving or riding in vehicles.

Travel Requirements
Limited travel – ability to travel for activities such as classes, and workshops in and out of the service area. Must be able to travel by air as needed to attend training, conferences, related activities and overnight travel as required.High school education or equivalent required and a New Mexico class B Commercial Driver's license required, with two (2) years water or wastewater construction and maintenance experience required. Prefer 1 year experience in supervising and running a crew. This position is required to maintain a source of communication for off duty work-related communications.
Must be able to pass criminal history checks and be able to pass a credit check and be willing to take and pass a drug/alcohol test and comply with agency "Drug Free" Policy.
Licenses and/or Certifications
You must maintain a valid New Mexico motor vehicle operator's permit of appropriate classification and endorsement as required. Must agree to maintain a satisfactory MVR and minimum requirement of insurability as required by law. MVR background checks will be conducted by the Village.
Knowledge of: the policies, goals, and procedures of the Village of Ruidoso, safety policies and practices for working in the public right-of-way or underground trench, heavy and light equipment operation methods, techniques, and safety practices, occupational hazard and safety precautions, methods and techniques used in estimating time and materials required for assigned projects.
Skill in: Skill in operating heavy and light equipment such as motor graders, back hoes, rotomilling machines, hot asphalt mixing plants, dump trucks, loaders, street sweepers, distributor trucks, rollers, and snow plows, utilizing construction tools such as rakes, shovels, jack hammers and tampers, understanding and following regulations, guidelines, and procedures, detecting and correcting improper use and care of materials and equipment, reading and interpreting work standards and specifications
Ability to: recognize dangerous situations in the Pool area, prevent or handle emergency and potentially dangerous situations, see and observe behavior, and hear the sound of someone calling for help in a noisy environment, perform duties and adapt to flexible work schedules ad established by management, work in a stressful environment and deal effectively with stress, maintain physical condition and stamina appropriate to the performance of assigned duties and responsibilities which may include sitting, standing, walking, or swimming for extended periods of time, operate and maintain equipment including small, medium, and heavy maintenance and/or construction equipment, receive and follow oral and written instructions, communicate clearly and concisely, both orally and in writing, establish and maintain effective working relationships with employees, supervisor, Village officials, contractors, business owners, and citizens, to organize and supervise the on-site operations of a maintenance or construction crew, perform duties and adapt to flexible work schedules as established by management.
