Qualified applicants are invited to apply for the position of Assistant Wastewater Shift Supervisor at East Bay Municipal Utility District (EBMUD). Reporting to and assisting either the Wastewater Shift Supervisor or Wastewater Treatment Superintendent, the Assistant Wastewater Shift Supervisor plans, organizes, and directs the operation and routine maintenance of primary, secondary, tertiary, solids handling and/or related treatment units at EBMUD treatment facilities; and assists in planning, organizing, and directing overall operations during an assigned shift. Responsibilities include reviewing and analyzing test results, computer data, daily logs, and other operating information and determining proper operating procedures to meet federal, state, and local standards.
Staff Supervision: Maintaining a safe and effective work environment by prioritizing, organizing, and delegating the work of available staff; achieving satisfactory work performance by providing clear goals and guidelines, creating performance plans, discussing performance, providing feedback, and/or suggesting corrective measures.
Operations: Ensuring safe and efficient operations by reviewing, prioritizing, and sequencing operations work.
Administrative: Initiating and documenting activities by preparing, reviewing, and/or approving documents such as plant logs, personnel activity reports, purchase requests, repair requests, damage reports, etc.
Training: Ensuring the operators receive training, training programs meet their objectives, and that safety and training presentations occur.
Scheduling: Ensuring continuous, safe, and effective plant operations by coordinating activities of plant staff, other EBMUD staff, contractors, and equipment needs within site parameters and operational constraints.
Special Projects and Reports: Communicating with management, gathering and evaluating information, developing recommendations, and preparing reports to provide information for management decision-making.
Budget Preparation: Assisting in the preparation of short- and long-term budget documents, ensuring that commodity, supply, equipment, and maintenance expenditures are in the best interest of EBMUD.
Knowledge Of
- Wastewater treatment processes including primary, secondary, tertiary, and solids handling.
- Wastewater treatment plant safety principles, practices, and pertinent regulations including federal and state OSHA, chemical, and jobsite safety regulations.
- Labor relations principles and practices.
- Supervisory techniques including planning, scheduling, training, motivating, coaching, and performance evaluation.
- Correct business English, which includes proper spelling, punctuation, sentence structure, grammar, and word usage.
Ability To
- Exercise sound judgment in emergency situations related to public safety, property damage, disruption of water treatment, and employee safety.
- Read and interpret plant diagrams, computer trends and graphics, and drawings.
- Read and interpret a variety of complex written materials.
- Maintain good labor relations within the work unit.
- Maintain effective interpersonal relations with the public and other EBMUD employees.
- Maintain accurate records including personnel records, safety and training records, and various job documents.
- Make accurate arithmetic computations by hand or with a calculator including fractions and decimals.
- Operate a PC.
- Organize and prepare memos and reports.
The salary range is $11,628 per month increasing to $12,209, $12,819, and $13,460 after 6, 18, and 30 months, respectively.

- Three years of experience as an operator at a conventional activated sludge wastewater treatment plant or recycled water facility.
- Valid California driver’s license and satisfactory driving record.
- Valid Grade III California Wastewater Plant Operator certificate.
- Willingness to work shifts, weekends, holidays, overtime, and outdoors in a variety of weather conditions as needed.

- The probation period for this position is 12 months. For those holding civil service status the probation period is 6 months.
