About the Department: The York County Utilities Department, Water and Sewer Division operates and maintains water and sewer systems in defined service areas in eastern York County and western York County. The department operates on $60 million dollar budget and has 45 employees. It's a water & sewer distribution system; purchasing water and sewer treatment services from the City of Rock Hill through a wholesale agreement. The department delivers approximately 6 MGD of water to its 20,000+ customers and delivers approximately 4.5 MGD of sewer to the City of Rock Hill's Manchester Creek Wastewater Treatment Facility. The system is comprised of 2 water booster stations, 10 water storage tanks, 321 miles of water main, 121 sewer pump stations, 233 miles of gravity sewer, and 95 miles of sewer force main.
We invite you to apply for our Water and Wastewater Utility Inspector. This position is full-time, non-exempt and eligible for our comprehensive benefits package. The purpose of this position is to perform inspections of new and existing residential and commercial water and sewer projects to ensure compliance with codes, ordinances, and regulations, including inspecting projects and materials, preparing daily reports, and coordinating departmental activities with contractors and utility companies.
Projected Salary Range/Pay Grade 115: $24.79 - $29.74 per hour. Salary is determined based on qualifications.

Duties And Responsibilities
- Performs field utility inspections of all county water/sewer capital improvement projects, utility relocations related to transportation projects, and all water and sewer site development-driven projects.
- Conducts daily, preliminary, and final inspections on all water and sewer projects maintained by York County. Requires driving ability.
- Interprets, explains, and enforces compliance with applicable local and state codes, ordinances, regulations, standards, policies, and procedures. Interprets approved construction contracts, and specifications; notifies proper person(s) of violations and of necessary corrective measures. Recommends solutions to problems and provides necessary follow-up to verify compliance; issues stop work orders for non-compliance as required.
- Inspects work zones to ensure compliance with applicable safety regulations and protocols.
- Performs general administrative and clerical work as required, including conducting and attending meetings, preparing reports and correspondence, reviewing mail and literature, entering and retrieving computer data, sending and receiving faxes, copying and filing documents, and answering the telephone.
- Assists Public Work’s Water and Sewer Department staff with water and sewer line locations and maintenance inspections. Assists all other departments as needed.
- Prepares and maintains records of construction, inspection, and testing activities and conclusions, including photo documentation.
- Receives and responds to inquiries, concerns, complaints, and requests for assistance regarding areas of responsibility as related to water and sewer.
- Inspects and enforces the county’s cross-connection program to ensure compliance with all local and state regulations.
- Conducts quantity take-offs and estimates; obtains final measurements of in-place quantities for verification of requests for payment.
- Performs related work as assigned.
Education And Experience
- High School Graduation or GED equivalent.
- Four (4) years of experience in utilities, water, sewer installations, public works or related field or an equivalent combination of education, training and experience.
Certifications And Licenses
- Valid state driver’s license is required.
- Must possess South Carolina Water Distribution Operator License Level D.
- Cross Connection Certification preferred.

Physical Demands: Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.
- Performs medium work that involves walking, standing, stooping, jumping, lifting, digging, pushing and raising objects and also involves exerting between 20 and 50 pounds of force on a regular and recurring basis and 50 to 100 pounds of force on an occasional basis.
