ESSENTIAL FUNCTIONS
The following duties are typical for this classification. Depending upon the assignment, the employee may not perform all the listed duties and may be required to perform additional or different duties from those below to address business needs and change business practices. Operator, Class C:
This classification is distinguished from the Water operator Trainee by license, training, and experience requirements. An employee in this class receives general supervision and reports to Class B and A, the Water Plant Lead Operator, and the Chief Water Plant Operator.
DUTIES AND RESPONSIBILITIES (Not in any hierarchical order. Other duties may be assigned).
· Follows a daily sequence of tasks as assigned and responds to assignment changes during the shift, ensuring all appropriate activities are completed promptly and efficiently.
· Conducts daily/weekly/monthly Plant Checks and Preventative Maintenance (PM) checks to inspect and identify potential problems. Equipment includes high-service pumps/motors, wellfield equipment and machinery, chemical skid pumps and injection assemblies, analyzers, instruments, databases, HMI Panel displays, and SCADA indications, including Security Systems to verify all machinery, systems, and mechanical components are operating correctly and safely.
· Conducts hourly checks and analyses of water for pH, turbidity, and chlorine residual; makes corrections as needed.
· Regulates the flow of water to maintain proper tank levels; takes and analyzes readings of raw water and water pressure hourly to determine the rate of rise in storage tanks; adjusts pumps as needed.
· Monitors recorders, meters, LCD/LED indicating and control equipment, electronic SCADA screens, V.F.D./pump status, plant machinery, and operational facilities by direct visual observation or while using process control workstations, in-field automation, field service kits, tablet CPU or laptop.
· Makes routine adjustments to controls and takes corrective actions necessary for consistent water delivery in conformance with operating directives, O.E.M. instructions, prescribed Standards, and contractual requirements under the State of Florida Administrative Code and according to Federal Regulations.
· Maintains current knowledge of the Florida Administrative Code and regulatory requirements regarding the provision of safe drinking water.
· Ensures and maintains compliance with all applicable local, State, and Federal regulations by reviewing reports and raising any issues with the Chief Water Operator.
· Receives emergency calls and relays the information to personnel on duty when the main office is closed.
· Identifies, acknowledges and corrects infrastructure system excursions and alarms. Trains on Water Quality (W.Q.) analysis and the required maintenance, troubleshooting, and repair of Analyzers and Instruments.
· May take responsible charge of operating water treatment facilities according to the Florida Administrative Code and direct personnel, as required, to operate those facilities according to all State and Federal guidelines in the absence of the Supervisor.
· Maintains and utilizes department vehicles and equipment.
· Performs various housekeeping duties, including cleaning slakers, emptying grit wheelbarrows, etc.
· Cleans tanks and filter beds using backwashing procedures.
· Perform routine preventive maintenance, such as lubrication, operating adjustments, cleaning, and painting.
· Tests water samples to determine acidity, color, and impurities.
· Adds polymers into tanks to coagulate impurities and reduce acidity.
· Coordinates and may assist support personnel during system testing exercises, chemical spill clean-up/mitigation, failed equipment/circuit identification, and reset housekeeping/cleaning.
· Engages in Corrective Maintenance (CM) when required, as assigned, or in an emergency. Achieves troubleshooting competency in identifying malfunctioning equipment/analyzers.
· Utilizes Water Quality Tables and specific database tools.
· Observes Safety Policies and Procedures in accordance with the District's Safety Program.
· Performs related work as directed.
Operator, Class B:
Under the supervision of the Operator Class A, the Water Plant Lead Operator, and the Chief Water Operator, operators at this level know the principles, practices, and methods of operating a water treatment plant and distribution system. Operators at this level can analyze treatment plant processes and act when necessary using sound judgment within prescribed guidelines. Operators at this level know the physical, chemical, and bacteriological processes involved in water treatment and their effects on water quality to produce safe and pleasant drinking water for human consumption.
DUTIES AND RESPONSIBILITIES (Not in any hierarchical order. Other duties may be assigned).
· Responsibilities include all C Class Operator duties.
· Operates and maintains water treatment and related equipment; calibrates and repairs instruments; inspects pumps for proper operation; establishes, participates in, and maintains preventive and corrective maintenance programs and procedures.
· Inspects plant equipment as necessary, verifying proper operation; reports any maintenance needs to appropriate personnel and, when necessary, conducts emergency maintenance repairs to ensure consistent operation of critical equipment; performs preventative maintenance checks and procedures on certain plant equipment.
· Monitors outlying stations; oversees water pumped and usage, system storage levels, deep well injection flows, parameters, and reports.
· Perform non-standard system adjustments and troubleshooting.
· Training of Operator Trainees and C Class Operators.
· Improve and acquire additional WQWO-Data and analyzer/instrument service- maintenance skills.
· Achieves a troubleshooting competency in identifying malfunctioning equipment/analyzers.
· Train and cross-train in support of the Districts' W.Q. requirements/guidelines.
· Assist in the development and implementation of Operations Department S.O.P.s.
· Interface with support groups within the Agency on non-standard developments and concerns.
· Complete special projects as assigned by the Department Manager.
· Observes Safety Policies and Procedures in accordance with the District's Safety Program.
· Performs related work as directed.
Operator, Class A:
Under the supervision of the Water Plant Lead Operator and the Chief Water Operator, operators at this level receive only occasional instruction as new or unusual situations arise and are fully aware of the operating procedures and policies. Incumbents have knowledge of plant equipment, methods, and developments in water treatment. Incumbents have the knowledge and ability to troubleshoot and repair basic mechanical and electrical malfunctions and can perform routine preventive maintenance. Incumbents have the physical, chemical, and bacteriological processes involved in water treatment and their effects on water quality and produce safe and pleasant drinking water for human consumption.
DUTIES AND RESPONSIBILITIES (Not in any hierarchical order. Other duties may be assigned).
· Responsibilities include all B and C Class Operator duties.
· Complete analyzer/instrument training for all controlling/monitoring device types utilized by the District for W.Q. regulation.
· Achieve a troubleshooting competency in identifying malfunctioning equipment/analyzers.
· Inspects plant equipment as necessary, verifying proper operation; reports any maintenance needs to appropriate personnel and, when necessary, conducts emergency maintenance repairs to ensure consistent operation of critical equipment; performs preventative maintenance checks and procedures on certain plant equipment.
· Supervises, instructs, and assists in analyzing water samples before, during, and after treatment to conduct routine and specialized testing in compliance with Department of Environmental Protection (D.E.P.) regulations; interprets test results for chemical adjustments to ensure proper treatment.
· Makes spot inspections of work in progress to ensure proper utilization of staff and equipment and compliance with legal and District requirements and standards.
· Improve cross-training/knowledge sharing and service/maintenance methods operators use for group communication and infrastructure repairs.
· Prepares various reports and recommendations as requested by the Chief Water Operator, District Manager, Operations Manager, or the Department of Environmental Protection.
· Observe variations in operating conditions by interpreting meter, gauge, graph readings, and lab results to determine processing requirements.
· Complete special projects as assigned by the Department Manager.
· Observes Safety Policies and Procedures in accordance with the District's Safety Program.
· Performs related work as directed.
Knowledge
· Knowledge of the practices, processes, materials, and tools of the electrical trade.

Experience and Education
· Equivalent to a high school diploma or G.E.D., supplemented by vocational/technical training in water treatment plant operations or wastewater treatment plant operations, and equipment maintenance; or;
· Any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
· One (1) year of experience in Reverse Osmosis and Nanofiltration.
License and/or Certificates
· Valid Florida Driver's License and proof of good driving record as evidenced by freedom from severe or multiple traffic violations or accidents for at least five (5) years.
· Active Class C, B, or A Florida Water Operators License.
· Incumbent must complete the designated number of contact hours (i.e., continuing education/training requirements) to maintain the required certifications as a condition of continued employment.
