Job Summary
The Lead Utility Operator position is primarily responsible for wastewater treatment system operations for the Town of Alpine. This role focuses on the operation, monitoring, maintenance, and regulatory compliance of the Town’s wastewater treatment facilities and associated infrastructure. Under the direction of the Utility Supervisor, the Lead Utility Operator also provides secondary support for water system operations and other municipal utility functions as needed to ensure safe, reliable service to the community. Responsibilities include system inspections, preventive maintenance, regulatory compliance activities, and emergency response.
Supervisory Responsibilities
The Lead Utility Operator does not serve as a formal supervisor. While the Utility Operator may work under the Lead Utility Operator for day-to-day operational coordination, this position does not include authority over hiring, discipline, performance evaluations, or other personnel actions. The Lead Utility Operator may provide technical guidance, operational direction, and training as assigned by the Utility Supervisor.
Compensation & Licensing Requirements
Pay & Incentives
Starting pay of $35.00 per hour for applicants who possess:
- A Level I Wyoming Wastewater Treatment Plant Certification,
or equivalent licenses from another state that are transferable to Wyoming.
- Applicants holding a Level II or Level III Wyoming Treatment Plant Certification (or a transferable equivalent from another state) will receive additional compensation commensurate with certification level and qualifications.
- A $7,500.00 sign-on bonus is offered to qualified candidates.
Licensing Requirements
- Level I Wyoming Wastewater Treatment Plant Certification (or ability to transfer an out-of-state license)
- Ability to obtain a Level I Water Treatment Plant or Well System Certification within one (1) year of hire and a Level III Wastewater Certification within five (5) years of hire
Duties and Responsibilities
(This list is not intended to be all-inclusive. Wastewater treatment operations are the primary responsibility of this position; other duties are secondary and performed as assigned.)
Primary Responsibilities – Wastewater Treatment Operations
(Required: Wyoming Level I Wastewater Treatment Certification)
- Lead the operation, monitoring, and maintenance of the Town’s wastewater treatment systems and facilities
- Perform process control adjustments and operational checks to maintain compliance with state and federal regulations
- Conduct inspections, sampling, testing, and required reporting for wastewater treatment operations
- Monitor and maintain sewer lines, lift stations, and treatment components
- Respond to wastewater system alarms, blockages, and emergency conditions
Secondary Responsibilities – Water System Support
(Preferred: Wyoming Level I Water Treatment Plant or Well System Certification)
- Assist with operation and maintenance of water treatment and distribution systems as needed
- Conduct water sampling, testing, and reporting as assigned
- Perform inspections and preventive maintenance on water system infrastructure
- Respond to water service requests and emergency repairs when required
Additional Utility Support (Secondary)
- Maintain cleanliness and organization of utility facilities and equipment
- Assist with operational recordkeeping and documentation
- Support capital improvement projects and emergency response efforts
- Participate in the on-call rotation and respond to after-hours service needs
Additional Duties (Streets / Parks / Facilities – Secondary)
- Assist with general operations and maintenance activities as needed
Required Skills and Abilities
- Working knowledge of wastewater and water utility systems
- Experience with wastewater treatment processes and public utility operations
- Experience with groundwater wells for public water supply systems
- Knowledge of disinfection systems and chemical handling procedures
- Basic pump operation and maintenance skills
- Familiarity with generators and emergency power systems
- Understanding of regulatory compliance requirements
- Strong communication and teamwork skills
- Ability to perform physical labor in adverse weather conditions
- Valid driver’s license required
