Position Summary:
Under the supervision of the Water Treatment Plant Superintendent and/or Operations Supervisor, has shift responsibility for the control and maintenance of proper raw and treated water pumpage, chemical levels and application rates. In addition, keeps continuous records of routine treatment operations and makes compensating equipment adjustments in conformity to plant standards.
Essential Duties and Job Functions:
An employee in this position may be called upon to do any or all of the following essential functions. These examples do not include all of the duties which the employee may be expected to perform. To perform this job successfully, an individual must be able to perform each essential function satisfactorily.
1. Examines records/reports of previous shift operator to determine current plant status. Maintains records and prepares reports related to operations, flows, maintenance activities and other information needed to maintain continuity of operations and comply with regulatory reporting requirements.
2. Operates the Water Treatment Plant in accordance with regulatory requirements using standard operating procedures. Regulates filtration processes to ensure regulatory compliance. Makes routine interval inspections of all treatment processes and control parameters to initiate modifications and corrective actions for treatment plant optimization.
3. Monitors, modulates and controls valves, elevated tanks, pumps in the distribution system to ensure adequate system pressures and wholesale customer water quantities. Modifies treatment and distribution rates of water to ensure appropriate reserve quantities.
4. Compensates for change in demand/equipment malfunctions using backup power generators and processes as needed. Maintains communication with Distribution personnel to remain informed of main breaks, system flushing and maintenance, and adjusts plant production accordingly.
5. Backwashes filters, following established procedures; records water amounts used and head loss before and after washing.
6. Ensures chemical tanks are maintained at appropriate levels and adequate supplies of chemicals are available. Informs Supervisor when inventories are in need of replenishing.
7. Collects water and chemical samples and conducts laboratory tests to ensure water quality, records test results and maintains records of testing. Determines sample frequency in keeping with plant standards, regulatory requirements and current water condition.
8. Conducts specific water analysis tests to determine turbidity, pH, chlorine residual, Ozone, bacteriological, fluoride and stability. Records results and reports serious irregularities. Prepares media and plants various samples used to determine water potability and quality. Uses laboratory equipment such as sterilizers, pH and turbidity meters, incubator, mixers, titration apparatus, reagents and glassware.
9. Monitors and inspects all equipment for proper operation, leaks and unsafe/improper conditions initiating corrective actions. Monitors remote sites for operational, communication and power failures, and promptly notifies appropriate personnel to resolve the problem.
10. Receives incoming consumer/emergency calls and responds, initiating corrective actions as circumstances require and alerting repair personnel.
11. Performs grounds maintenance tasks (i.e. grass cutting, leaf raking and lawn care).
12. Performs custodial duties including, but not limited to: sweeping, mopping, window cleaning, painting, buffing and waxing of floors at water plant, as well as remote pumping stations.
13. Assists maintenance personnel (mechanics, electrician) with assigned projects.
14. Monitors treatment plant and remote sites security systems and initiates responsive actions.
15. Uses a variety of power and manual equipment to complete tasks.
16. Incorporates all department safety procedures and practice in work activity.
17. Participates in a rotating on-call system during scheduled time off, to assure there is adequate coverage during routine and emergency situations.
18. Accompanies new operators on shift rounds when assigned to same shift. Explains plant operations, procedures and equipment, and supports newer Operators as they gain familiarity and independence with operating the plant.
19. Performs calculations related to work activities including but not limited to areas, volumes, flow rates, pumping, application rates, and treatment processes.
20. Performs related work duties as directed.
Required Knowledge, Skills, Abilities and Minimum Qualifications:

Requirements include the following:
- A high school diploma or GED.
- Attainment of F-4 MDEQ certificate is mandatory within 2 years of hire date pursuant to PA 399.
- Progressive training to F-3 certificate desirable.
- Minimum score of 70% on the City of Monroe aptitude examination.
- Ability to obtain necessary knowledge of the principles, practices and methods used in water treatment plant operations in a Michigan "F1" plant pursuant to PA 399.
- Knowledge of safety equipment and practices used when working with hazardous chemicals, gases, or water treatment constituents, including hazardous gas detectors.
- Ability to learn computer programs or technical devices used by the department to maintain records, specifications, and repair work orders.
- Ability to operate all equipment and Water Plant processes. Must have the ability to take appropriate steps to correct any problems.
- Ability to communicate effectively and present ideas in writing. Ability to prepare and maintain a wide variety of records and reports according to accepted standards.
- Ability to perform visual inspections of outdoor projects and conduct field visits.
- Ability to respond to emergency situations on a 24-hour basis, as needed.

While performing the duties of this job, the employee is frequently required to stand, sit, walk, climb, use hands and fingers, talk, hear, and view and create written documents. The employee uses hand strength to grasp tools and may climb ladders or uneven terrain. The employee is frequently required to reach with hands and arms, such as to operate and repair vibrating machinery, use wrenches, hand tools, etc., and operate motorized equipment and vehicles. The employee must lift or push/pull objects of up to 75 lbs. without assistance. Accommodation will be made, if needed, for employees required to lift or move objects that exceed this weight.
While performing the duties of this job, the employee frequently works in outdoor weather conditions. The employee works near moving mechanical equipment. The noise level in the work environment is usually moderate, but can frequently be loud.
