General Description
The purpose of this position is to oversee and enforce pretreatment programs for wastewater treatment plants. This is accomplished by inspecting fats, oil and grease (FOG) interceptors; inspecting industrial pretreatment systems for compliance with permits and regulations; collecting compliance samples per SOPs; and preparing reports for compliance and enforcement. Other duties related to FOG include reviewing pretreatment systems; creating routine inspection reports; communicating with customers; conducting business investigations; completing special assignments; and educating customers on management practices.
Essential Functions
- Performs inspections of grease and oil interceptors and industrial pretreatment facilities; creating and submitting monthly inspection reports; and assigning violation notices for non-compliance.
- Samples industrial dischargers by arranging sampling events; transporting sampling equipment; calibrating equipment and pH meters; submitting samplings; and maintaining equipment. Sampling will be in accordance with Toho Water Authority SOPs. Requires coordination with inside and outside labs.
- Performs general office duties by reviewing commercial sites in coordination with Toho Water Authority Private Development and Construction Inspectors; maintaining records; receiving and submitting records and reports; research and record sewer use resolution; and reviewing and assisting in the development of industrial pretreatment permits.
- Attends meetings and communicates with customers, plumbers, industrial pretreatment facilities, contractors, and internal and external customers.
- Conducts training by obtaining FOG level certification, pretreatment associations "C" level certification, and field sampling certification; and biannual workshops.
- Participates on special projects related to the industry as required.
- Maintain and update all tools and systems used to monitor and manage commercial and industrial users.
- All other duties as assigned.
Minimum Qualifications
Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain that required qualification would be:
- A minimum of a high school diploma or GED issued from an approved GED Administrator.
- Minimum of one-year relevant experience.
- Must possess and maintain a valid State of Florida Class E Driver's License, upon hire.
- As a condition of employment, must obtain FOG level certification within six months of hire.
- As a condition of employment, must obtain an Industrial Pretreatment Class C certification within twelve months of hire.

The employee must frequently lift and/or move up to 50 pounds and occasionally lift and/or move up to 75 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.

Environmental factors include outdoor conditions; rugged terrain, slippery surfaces, varying weather, including, heat, cold, dry, wet weather. In addition, noise, darkness, brightness, vibrations, traffic, biological agents, chemicals, gas/ fumes, magnetic fields, or congested area. Environmental factors include indoor, flat surface, noise, sitting with occasionally walking and standing.
