Under general direction of the Deputy Director of Utilities, the Water Utility Supervisor oversees the work of crews involved in the day to day operations of the installation, maintenance, and repair of water system facilities; assigns work tasks, trains, schedules, and evaluates personnel; coordinates activities between department division and other City departments; and performs other related duties as assigned.
Supervision Received And Exercised
Supervision is provided by the Deputy Director of Utilities or their designee.
The Water Utility Supervisor exercises supervision over utilities maintenance staff.
Essential Job Functions

Assigns, schedules, and supervises activities and work related to the construction, repair, and maintenance to the City’s water systems and water meter facilities; recommends and assists in the implementation of goals and objectives; establishes schedules and methods for maintenance and repair activities; implements policies and procedures; reviews incoming work requests and complaints; field checks proposed projects to determine manpower, equipment, and materials needed; checks construction and maintenance work while in progress and makes final inspection of completed work; ensures adherence to proper safety precautions including confined space entry procedures; interviews vendors; reviews material and equipment specifications; prepares requisitions and purchases materials and supplies; ensures that tools, equipment, and materials are properly cared for; coordinates utility activities with contractors and other City departments, divisions, and outside agencies; supervises special projects as assigned; participates in budget preparation and administration; maintains work records, time cards, and related administrative files; responds to emergencies on an on-call basis 24 hours per day, seven days a week; participates in the selection, training, motivation, and evaluation of staff; meets with staff to identify and resolve problems; assigns work activities and projects; monitors work flow; and performs other related duties as assigned. Maintains regular attendance.
Qualification Guidelines
High School Diploma or GED equivalent; five years of increasingly responsible experience in the installation, maintenance, and repair of municipal water and sewer systems; and three years in a lead supervisory position in the public sector, primarily in the areas of water maintenance and repair.
Knowledge Of
Comprehensive knowledge of methods, tools, materials, and equipment used in the installation, maintenance, and repair of mains, services, meters, hydrants, valves, laterals, manholes, meters, and other water facilities; record keeping and reporting procedures; principles of supervision, training, and performance evaluation; and safe work practices.
Ability To
Ability to plan, coordinate, and supervise activities involved in water system maintenance and construction; read and interpret construction plans and specifications; establish and maintain effective working relationships with those contacted in the course of work; communicate clearly and concisely, both orally and in writing; and supervise, train, and evaluate subordinates.
Licenses and Certificates
Possession of and ability to maintain a valid California Class “C” Driver’s License is required. Ability to obtain a valid Class “B” California Driver’s License is required within the first year of appointment and must be maintained throughout employment with the City.
Possession of a Grade T2 Water Treatment Operator certificate or higher and a Grade D3 Water Distribution Operator certificate or higher issued by the State of California State Water Resource Control Board (State Water Board) at time of application are required.
Physical Demands
Ability to lift up to 50 pounds or more with assistance; sit, stand, squat, kneel, climb stairs, stoop, and walk for prolonged periods of time; and get from one location to another in the course of doing business. Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily office activities. The position also requires grasping, repetitive hand movement, and fine coordination in retrieving and entering data using a computer keyboard. Additionally, the position requires near and far vision in reading work related documents and using the computer, and acute hearing is required when providing phone and personal service.
Work Environment
Employee generally works in a standard office setting and outside. Employee may travel to different locations and may be exposed to inclement weather conditions, noise, vibration, or dust or potentially hazardous chemicals.

Selection Process
Applicants must complete an application online prior to the final filing date. Successful candidates must achieve a minimum passing score in each of the test components. Applicants will be notified by e-mail as to the test date, time, and location. Candidates will be required to pass a City administered pre-employment physical and may be required to pass a thorough background investigation and polygraph examination as part of the Selection Process. Candidates who do not pass will be disqualified and removed from the eligibility list.
