- Oversees planning, coordination, organization, and supervision of the operation and maintenance of the assigned treatment facilities in adherence to established procedures, protocols, and regulation for optimum efficiency and compliance. Serves as the “Operator of Record” for assigned treatment facilities.
- Establishes new or revised procedures as necessary to ensure that all operational goals are being met.
- Serves as a primary source of support for the process control of all facilities within the Waste Water Treatment Department providing technical and staffing expertise as requested or directed.
- As assigned, serves as a project manager for various departmental projects. Serves as a liaison for the Waste Water Treatment Department for projects not managed within the department.
- Supervises and develops assigned staff, provides direction, assistance and instruction. Reviews work scheduled and completed. Conducts performance appraisals, makes salary recommendations, conducts disciplinary investigations, administers disciplinary actions, fills out job requisitions, conducts interviews and selects personnel to fill vacancies.
- Reviews staffing functions and needs on an ongoing basis and makes recommendations for revisions and development within the department including training, certification and educational needs. Establishes new or revised procedures as necessary to ensure that all operational goals are being met.
- Assists Department Manager in development and oversight of budget for assigned areas ensuring adherence to budgetary requirements and procurement guidelines. Continuously reviews expenditures and implements procurement, process and spending strategies for immediate and long term optimization.
- Develops and conducts routine internal audits of responsible programs, processes and facilities. Identifies and corrects deficiencies in compliance, safety and security. Serves as point of contact and responsibility for external audits in areas of responsibility.
- For assigned areas of responsibility reviews maintenance, process and compliance data and schedules and data for content, adequacy, accuracy and trending and makes necessary adjustments to processes and systems based on data review.
- Prepares and/or reviews necessary reports required by regulatory agencies and ensures accuracy and punctuality of reports. Prepares letters and other correspondence to regulatory agencies, customers, contractors, vendors, etc. as necessary to obtain needed approvals and information from outside sources.
- Attends, participates and conducts meetings with internal and external stakeholders as necessary to ensure proper communication and expectations of all parties. Works closely with other Spartanburg Water department personnel to ensure that the needs and objectives of the Waste Water Treatment Department and the entire organization are being met.
- Oversees safety and security program for assigned areas of responsibility following all established procedures and guidelines. Makes recommendations for improvements to programs establishes procedures as necessary. Provides adequate training for all department staff to ensure a safe and secure work environment.
- Assists the Department Manager in establishing departmental goals. Develops sectional goals and appropriate measures/indicators necessary to support the success of the Spartanburg Water Strategic Plan. Assists in the communication of goals to staff and the assessment of the department in achieving established goals.
