General Summary
Under general direction, the Water and Wastewater Operator in Training, is an apprentice of the Lead Operator. This position is responsible for learning water plant operations, water production, water distribution systems, sewer treatment operations, lift station operations, sewer collection system, regular and preventative maintenance, and emergency repairs to effectively achieve a “C” level licensed plant operators license.

Essential duties and responsibilities may include, but are not limited to, the following:
- Assists the water and wastewater lead operator in the daily operations and maintenance of the wastewater treatment plant, water plant operations, and lift station facility.
- Operating a variety of equipment/machinery including valves, pumps, motors, disinfection equipment, and vehicles.
- Manages wastewater flow, equipment operations, performs laboratory analyses to ensure adequate process control.
- Understand and follow oral and written instructions in the English language.
- Assists in overseeing and implementing the preventive maintenance program for all facilities.
- Prepares work orders using the city work order system, Elements.
- Responds to emergency or irregular facility situations outside of normal work shift, including holidays, after hours and on weekends.
- Regular and consistent attendance for assigned work hours is essential
- Position may be required to work rotating shifts and is subject to on-call.
- This position is considered essential during a natural or manmade disaster and/or a catastrophic event. This position may be required to provide service or perform duties for the benefit of the public and continuity of City operations. These may include services or duties different from those performed in the usual course and scope of this position

Work requires sufficient physical strength, agility, dexterity, and hand-eye-foot coordination to perform all essential functions. Duties also require frequent sitting, walking, kneeling, squatting, pushing, pulling, twisting, and bending. Work also requires employee to climb and work from ladders and supports up to heights of 45 feet. Work is performed primarily outdoors and exposes employee to potential hazards such as dust, noise, and exhaust fumes. Employee is also exposed to potential physical hazards when working off ladders and supports, and to potential chemical hazards when handling and applying chemicals. Work requires the frequent use of safety clothing and equipment and compliance with safety rules and procedures.

Knowledge/Skills/Abilities
Work requires a High school diploma or GED equivalent and two (2) years of experience in water plant and distribution systems, wastewater treatment and collection systems, or an equivalent combination of education, experience and the following:
- Understand the city policies and procedures.
- Understand the methods, materials, tools, and equipment used in the operation, maintenance, inspection, repair, and installation of wastewater treatment plant components.
- Understand the mechanical, biological, and chemical processes involved in the operation of a wastewater treatment plant.
- Understand the occupational hazards in wastewater treatment plants and safety measures to be implemented.
- Work with raw sewage and chemicals using normal protective equipment.
- Operate and maintain equipment used in wastewater treatment process.
- Recognize equipment and process problems.
- Recognize needed repairs.
- Reads water meters and troubleshoots reading issues.
- Respond to customer complaints.
- Perform calculations using equations and formulas to determine required materials.
- Perform pre-trip inspections of vehicles. Perform minor repairs and maintenance.
- Report major malfunctions to upper level.
- Perform any other utility related duties and department responsibilities as required.
- Operate various light equipment including mowers, pickup truck chainsaw, backhoe and other equipment as needed.
- Maintain and make minor repair to assigned vehicles, tools, and equipment, report major repair needs.
- Perform, analyze, and interpret laboratory tests for the purpose of making operational adjustments.
- Work in a wide variety of weather conditions and exposure to the elements.
- Work in small, cramped spaces and comply with confined space entry procedures.

License, Certifications, And Other Requirements
- Valid State of Texas Driver License
- Must pass a pre-employment criminal background check, drug screen, physical agility exam, and MVR check
- Class D Water and Wastewater Operators License or the ability to obtain within one (1) year, and ability to obtain Class “C” Groundwater and Wastewater within two (2) years
The City of Fulshear provides a comprehensive, cost effective, health and welfare package that includes the following: medical, dental, life insurance, long term disability (LTD), vision, flexible spending options, employee assistance program, retirement, and deferred compensation programs. Medical, dental and vision benefits are effective the first day of the month after your start date. Medical, dental, vision, LTD, and Life premiums are paid 100% by the City for all full time employees. The City will contribute 25% towards dependant healthcare costs. We also provide vacation, sick leave, holidays, bereavement, jury leave, and military leave.
HEALTH INSURANCE
The city offers employees medical insurance through BlueCross BlueShield. There is no Primary Care Physician (PCP) required. You have the option to choose one of the following plans: BlueCross BlueShield PPO (co-pay) or BlueCross BlueShield PPO HSA (high deductible plan).
FLEXIBLE SPENDING OPTIONS
Flexible Spending Accounts (Health Care and Dependent Care) allow the employee to pay for certain un-reimbursed health expenses and dependent care expenses on a pre-tax basis. Health Care Flexible Spending account is limited use when combined with the Blue Cross Blue Shield Healthcare Plan. City of Fulshear will contribute a total of $518.00 annually to your HSA plan.
DENTAL INSURANCE
The City offers employees dental insurance through Blue Cross Blue Shield. This plan is unique in that it allows you to choose any licensed dentist for covered services and the plan pays at the reasonable and customary rate until annual maximum.
VISION
The City offers vision insurance through EyeMed. EyeMed Vision plan offers benefits for eye exams, frames and lenses or contact lenses.
LIFE INSURANCE
The City provides a life insurance policy one times your annual salary to all full-time employees which includes an accidental death and dismemberment (AD&D) through The Standard.
LONG TERM DISABILITY
Long Term Disability is funded completely by the City and is intended to help continue your income if you become unable to work due to illness or injury.

Total Care EAP services has a wide arrangement of benefits include 24-Hour call centers, short-term counseling and work life solutions, legal and finance guidance, health and wellness programs as well as personal and professional development. This program is available to all members of your household.
AFLAC
Employees have the option of enrolling in AFLAC as a pre-tax benefit. Additional voluntary life insurance and AD&D options are available for employees and their families. The city does not cover any deductible, copays, or premiums associated with this benefit.
TEXAS MUNICIPAL RETIREMENT SYSTEM – TMRS
The City of Fulshear offers a retirement plan through the Texas Municipal Retirement System. The City of Fulshear's TMRS plan requires a contribution (made by means of bi-weekly payroll deductions) equal to seven percent (7%) of the salary of each regular full-time City employee. The City matches employee contributions on a 2 to 1 basis after the employee is vested at the time of retirement. Vesting occurs after five (5) years of employment. Supplemental death benefits are offered by TMRS, who will pay a one-time lump sum payment approximately equal to one year's salary based on the 12 months prior to death.
Deferred Compensation
In addition to TMRS retirement, 457B plans are available. The purpose of these plans is to allow an employee to set aside a portion of his/her salary and receive its value at retirement.
LEAVE ACCURAL
The City Offers The Following Leave Per Year
- Thirteen (14) paid holidays per year
- 120 hours of sick leave hours per year, accrued
- Three (3) days personal leave
- Employees accrue paid vacation on a calendar year basis starting your first pay period.
- Up to two (2) weeks paid vacation in year one (1) through five (5)
- Three (3) weeks paid vacation after five (5) years of service
