Position Summary
Under the general direction of the Vice President of Operations, the Surface Water Treatment Superintendent provides strategic and operational leadership for all personnel, processes, and equipment related to surface water treatment and supply. This individual is responsible for ensuring regulatory compliance, optimizing water treatment processes using data-driven decision-making and advanced analytical techniques, and fostering a culture of operational excellence and continuous improvement. The Superintendent will leverage expertise in chemistry, engineering, and water treatment operations to deliver safe, reliable, and high-quality drinking water to the community. This position will actively utilize real-time data, key performance indicators (KPIs), and process optimization methodologies to drive plant performance and regulatory compliance while managing project scopes, timelines, costs and resources. The Superintendent collaborates with cross-functional teams, regulatory agencies, and community stakeholders to advance the organization’s mission and strategic goals.Key Responsibilities
Lead and oversee the operation, monitoring, and optimization of surface water treatment plants using advanced data analytics, SCADA systems, and laboratory results to drive decision-making and process improvements.
Supervise, mentor, and evaluate staff performance, establishing clear performance objectives aligned with department and organizational goals.
Analyze water quality data and chemical/biological parameters to ensure compliance with all federal, state, and local drinking water and environmental regulations.
Implement and direct programs for chemical dosing, coagulation, flocculation, sedimentation, disinfection, filtration, and corrosion control based on frequent laboratory testing and trending analysis.
Develop and manage operational and capital budgets, using historical and real-time operational data to forecast costs, identify savings opportunities, and ensure cost-effective plant performance.
Establish and maintain operational dashboards and KPIs to track plant production, water quality, energy usage, chemical consumption, and staff productivity. Use these metrics to identify trends and implement corrective actions as needed.
Champion continuous improvement, leading or participating in operational audits, root cause analyses, and process optimization projects to improve water quality, efficiency, and safety.
Ensure effective preventive and predictive maintenance programs for all treatment, pumping, and distribution infrastructure, leveraging computerized maintenance management systems (CMMS) and reliability-centered maintenance principles.
Maintain rigorous recordkeeping, and prepare timely and accurate reports, regulatory filings, and presentations for internal and external stakeholders.
Serve as the technical expert in water chemistry, treatment process optimization, and regulatory compliance, representing the utility in meetings with regulatory agencies, industry groups, and the public.
Lead emergency response planning and execution for water quality, process disruptions, or system failures, utilizing incident command structure and communication protocols.
Participate in the development and implementation of strategic plans, water resource studies, and long-term infrastructure projects.
Act for the Vice President of Operations and Maintenance in their absence on surface water treatment items.
Required Knowledge, Skills & Abilities
In-depth knowledge of surface water treatment processes, water chemistry, laboratory methods, and regulatory standards (TCEQ, EPA, etc.).
Proficiency in data analysis, statistical process control, and the use of SCADA, Microsoft, and CMMS platforms.
Demonstrated ability to interpret water quality data and laboratory results and translate findings into operational changes.
Strong leadership, staff development, and communication skills, with a commitment to safety and excellence.
Ability to collaborate across departments and with external agencies, and to communicate technical concepts to non-technical audiences.
Experience in budget development, resource allocation, and project management for water treatment operations.
Familiarity with modern process optimization tools such as Six Sigma, Lean, or Total Quality Management is a plus.

Required Education And Experience
Bachelor’s degree in chemistry, chemical engineering, environmental engineering, biology, or a closely related field. Experience may be substituted in lieu of a degree.
At least four (4) years of progressive supervisory and operational experience in water treatment, including staff management, with demonstrated technical expertise in surface water treatment, production, distribution, and water quality control.
Advanced degree in a related field is desirable but not required.
Must possess and maintain a Texas Class A Water Treatment Operator License as issued by the TCEQ or be able to obtain one within one-year if applicant currently holds a Class B Water Treatment License.Other Requirements
Must possess a valid Texas driver’s license and maintain a satisfactory driving record.
Must be available to respond to plant and system emergencies during and outside normal working hours.
Ability to work in a variety of environmental conditions and physical settings associated with water treatment operations.
