Major Functions
The County of Volusia is seeking an experienced Engineering Inspector for the Water Resources & Utilities Division. This position is located in DeLand, Florida, and will be responsible for inspection of water, wastewater and reclaimed infrastructure involving new developments as well as upgrades and the rehabilitation of existing treatment plants, wells, pumping stations, and related facilities.
Salary: $1,797.60 - $3,224.80 Biweekly
Illustrative Duties

- Responsible for inspecting a variety of water, wastewater, and reclaimed infrastructure type projects such as new construction, water, wastewater and reclaimed, new plant construction, rehabilitation projects and commercial development.
- Works closely with Senior Engineering Inspector and/or supervisor to carry out detailed inspections as assigned concerning plans, specifications, and construction procedures.
- Checks grades on construction projects by use of string line or level for proper grade.
- Checks soil for proper compactions as required by plans and specifications.
- Assists in inspection of pipe, concrete structures, and soil condition.
- Provides written reports to supervisor as to job progress, percentage of completion on projects, and keeps up to date daily progress of contractors.
- Assists contractors and engineers interpreting County plans and specifications.
- Makes independent investigations of complaints received by Public Works concerning various situations such as flooding and storm damage assessments.
- Attends work on a continuous and regular basis.
- Responds to emergency situations.
- Must adhere to Federal, State, County, and local ordinances.
- Performs other duties as assigned.
Minimum Requirements
Graduation from high school or possession of a GED and four (4) years of experience in public works roadway construction, stormwater construction, utilities construction, or related field, including layout and grade pavement conditions, and similar situations.
Must possess a valid Florida driver’s license and maintain thereafter
A comparable amount of education, training, or experience may be substituted for the minimum qualifications.
Knowledge, Skills & Abilities
- Knowledge of the principles of civil engineering as they relate to water utilities construction projects.
- Knowledge of the principles, methods, materials, and equipment common to water utilities construction (e.g., gravity sewer collection and water distribution lines).
- Ability to read and interpret a variety of blueprints, plans, and specifications pertaining to water utilities projects.
- Ability to make detailed technical inspections and to control assigned projects from commencement to final inspection and acceptance.
- Ability to perform various tests for compaction, bearing values, and percolation of soils.
- Ability to supervise utility construction as related to operations.
- Ability to communicate effectively, both orally and in writing.
- Able to establish and maintain effective working relationships.
- Ability to interact effectively with others.
- Must be able to relocate to other county locations based upon operational needs.
ADA REQUIREMENTS:
Physical Demands: Ability to lift, carry, push and/or pull 25 lbs. Visual acuity (depth perception, peripheral vision, and color acuity) necessary to operate a motorized vehicle and review schematics. Ability to walk, stand, climb, reach, crawl, kneel, bend and finger dexterity.
Environmental Demands: Outside work. Exposure to inclement weather (rain, cold, heat, humidity), noise/vibration, fumes, odors, chemicals, dust, insects. Ability to traverse uneven/undeveloped terrain.
Mental Demands: Ability to read and comprehend technical and professional journals, manuals and procedures; layouts, blueprints; safety rules, instructions, policies, letters and memos. Ability to write reports, summaries, letters, evaluations. Ability to speak clearly and concisely relaying information, data and details to layman. Ability to perform shop math and general mathematical functions.
