Brief Description
Under general supervision, performs a variety of semi-skilled and skilled assignments in the construction, installation, testing, maintenance and repair of City water distribution systems, water meters and/or backflow devices, and City sanitary sewer and storm drainage collection systems; acts as a leader worker to small crews; and performs related work as required.
Essential Functions
- Performs all duties associated with water/wastewater distributions/collections, including installing, connecting, relocating, adjusting, testing, maintaining, televising, repairing, and replacing sewer mains, laterals, valves, manholes, hydrants, meters, catch basins, drain inlets, pumps, and other sewer and storm related equipment; cutting and fitting pipes; digging, widening, and backfilling trenches and other excavations.
- Provides direct supervision of workers including input into the performance evaluations of workers, transfers, discipline, and terminations. Operates equipment such as air compressors and jackhammers; and motor vehicles such as trucks, loaders, backhoes, combination vacuum hydro-flushers, and other similar maintenance or construction equipment.
- Provide training to others on the safe operation of equipment and in safe working methods to conform with applicable regulatory standards and City standards.
- Responsible for the safety and operation of equipment and tools used at work sites as required.
- Orders supplies and materials, places traffic control flags, signs, and cones to direct traffic around work sites, and operates and maintains hand and power tools, and directs workers in completion of assigned tasks.
- Performs routine maintenance and repair on pump stations and generators.
- Shovels, rakes and spreads dirt, sand, gravel, asphalt, and other materials.
- Responds tactfully to questions and comments from the public.
- May, under direction, estimate materials and determine tools, equipment and labor needed for jobs assigned.
- Must be available 24 hours a day by phone and subject to afterhours call outs with a maximum 30-minute response time.
- Has frequent contact with employees, citizens, local state, federal agencies, and other city departments.
- Ability to arrive to work on time and must maintain a regular and reliable level of attendance.
- Performs other duties as assigned or required.
Necessary Knowledge, Skills, And Abilities
- Water distribution operation, including piping, sources of supply, water quality, disinfection, water-related electricity, and the operational principles of pumps and motors.
- Current principles, practices and regulations related to water/wastewater distribution systems.
- Water distribution mathematics, including water terms and definitions, water measurements, water pressure, formulas, and units and conversion factors.
- Proper methods and techniques used in cleaning, repairing, and maintaining water systems equipment.
- Geography, street locations and water/wastewater system locations.
- The proper use and care of common hand and power tools.
- Safety principles related to traffic control, trenching and shoring, and personal and personnel safety.
- Occupational hazards and safety precautions.
- Following oral and written instructions.
- TCEQ standards and policies for Water/Wastewater systems.
- Ability to follow and adhere to any City of Ennis rules, procedures, policies, general orders, ordinances, etc.
Education, Experience, Certificates, And Licenses Required
High school graduate or equivalent and three (3) years’ experience in manual labor, general construction, water utility systems, or mechanical/hydromechanical systems; OR
Any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
A Valid Class C Texas driver license and the ability to maintain a satisfactory driving record. Obtain a class B CDL with six (6) months of hire or probation.
Have or the ability to obtain one or more of the following as directed by assignment: TCEQ Wastewater Collection License Class III; TCEQ Water Operator License Class B; TCEQ Wastewater Treatment License Class B; Texas CDL Class B.
