Indian River County
Superintendent- Wastewater Treatment
Performs skilled, professional work supervising and overseeing the operations and maintenance of County water or wastewater treatment plants. This is a trained technical supervisory position, working under the general direction of the Water/Wastewater Operations Manager.
Essential Job Duties
- Reviews and inspects the operations and facilities at the treatment plants. Evaluates maintenance needs and establishes priorities. Inspects plant maintenance projects.
- Facilitates and assists with determining the goals of the division. Establishes objectives and priorities to ensure the most efficient and economical use of facilities, equipment, and manpower.
- Supervises the activities of the plant staff in the operations and maintenance of the county water or wastewater treatment facilities.
- Ensures compliance with all federal, state, and county regulations and codes concerning water production or wastewater effluent treatment. Ensures maintenance of laboratory standards. Reviews daily operations reports, laboratory reports, and laboratory analyses to evaluate operations.
- Prepares budget estimates, reviews budgetary reports, and controls expenditures. Prepares requisitions for equipment and materials and authorizes payments.
- Coordinates work with federal, state, and county agencies, as well as contractors, engineers, consultants, and the public. Reads and interprets blueprints, sketches, record drawings, and utility systems designs.
- Prepare statistical and narrative technical reports for management and regulatory agencies.
- Promotes safety training and observance of safety standards. Monitors certification of employees to ensure maintenance of required levels of certifications.
- Assists in the development and facilitation of divisional and departmental goals and objectives.
- Reviews the design, construction, and inspection of plant facilities.
- Reviews trade journals and other literature for information on new equipment and procedures.
- Facilitates preventive maintenance, operator training, and scheduling of manpower for treatment plant operations.
Typical Requirements
Education And Experience
Bachelor's Degree in Engineering, Utility Management, or related area and three years of progressive supervisory experience in plant operations and maintenance, or High School Diploma / GED and ten years of experience in plant operation and maintenance with three years of progressive supervisory experience.
Licenses, Certifications, Or Registrations
- Must possess a valid Florida driver’s license.
- Must possess a State of Florida Class "A" license as a certified water and/or wastewater plant operator.
Knowledge, Abilities, And Skills
Knowledge of the principles and procedures of water and/or wastewater plant/field system operations and maintenance.
Knowledge of applicable federal, state, and county regulations, laws, and codes with regard to water and/or wastewater treatment.
Knowledge of supervisory/management principles and practices.
Knowledge of safety procedures and training related to treatment plant operations and maintenance.
Knowledge of equipment and materials used for water and/or wastewater treatment.
Knowledge of operations of advanced water and/or wastewater treatment facilities.
Knowledge of the techniques and practices used in the chemical and bacteriological analysis of water and/or wastewater.
Ability to prepare statistical and narrative technical reports.
Ability to motivate, train, and effectively manage the work of subordinate employees.
Ability to communicate effectively, both orally and in writing.
Ability to inspect the operations equipment and detect defects in operations.
Ability to prepare budget, control expenditures, and interpret budget reports.
Ability to interpret laboratory analyses, blueprint sketches, record drawings, construction standards, wiring schematics, and utility design.
Ability to establish and maintain effective working relationships.
